Position Description: Program and Performance Manager
Reports to: Assistant Executive Director
Office Location: Emporia, KS
FLSA Category: Exempt
Primary Objectives of Position: The Manager is responsible for supporting the implementation of the Workforce Innovation and Opportunity Act ( WIOA ) programs and monitoring the strategic and daily activities in the workforce centers in southeast Kansas, ensuring services are available and meeting the needs of job seekers and employers. The Manager will work with the partner agencies operating in the Local Area V Workforce Centers to accomplish a seamless and integrated service delivery model. While not formally supervising partner agency staff, the Manager will be responsible for functional supervision of multiple staff from different teams and must promote communication among and between partner agencies.
The Manager is primarily responsible for getting work done through others with accountability to management for the quantity and quality of the work done and for ensuring efficient and economical work operations. This position requires skills to work with diverse populations and situations and must utilize the resources of the workforce development community and partner agencies to enhance the efficiency and effectiveness of the workforce development system in Southeast Kansas.
Essential Job Functions:
¨ Support the successful implementation of Workforce Innovation and Opportunity Act ( WIOA ) Adult, Dislocated Worker, Youth and additional special projects and programs. Assure that all contractual performance benchmarks are met and/or exceeded.
¨ Monitor WIOA system performance and special grant measures and progress towards performance objectives.
¨ Responsible for obtaining and maintaining monthly operations report.
¨ Create new, develop existing or maintain reports for the local area. Support Directors with special reports as needed.
¨ Provide technical assistance to staff members on KANSASWORKS .com.
¨ Implement and support the LAV integration plan through functional supervision and teams.
¨ Maintain the Eligible Training Provider List ( ETPL ) for LAV . Coordinate and interact with training providers and partner organizations to establish and maintain good working relationships and a comprehensive and coordinated approach to customer service
¨ Responsible to systematically and routinely monitor/audit case records to assure compliance with federal, state and local guidelines.
¨ Research, monitor and routinely disseminate relevant information to team members from Federal Department of Labor, State of Kansas, and other policy groups.
¨ Identify staff training needs and ensure that staff development is encouraged and supported. Initiate training sessions in collaboration with the Program Directors or if needed external training resources.
¨ Assist with the production of training and maintaining training records, materials, etc.
¨ Work in coordination for Assistant Executive Director to continuously improve, adjust, and develop program procedures as needed to meet changing policy directives and/or circumstances. Monitor federal and state directives and provide updates or recommendations on local area policy or procedure.
¨ Make recommendations for continuous improvement in all aspects of operations.
¨ Perform necessary d ocumentation, record keeping, and paperwork.
¨ All other duties as deemed necessary.
Job Location and Time Commitment:
This position will have a principal office in Emporia, Kansas. Primary work will occur from this office, but the position could be required to travel within the 17-county area as needed. This position is a full-time, salaried position. This position is expected to work 40 hours per week with the understanding that more hours may be necessary in order to accomplish essential job functions. Employment is an at will employer-employee relationship.
Job Qualifications and Experience:
· Prefer Bachelor’s degree in business, accounting/finance, or related field.
· Prefer a minimum of 5 years-experience in the employment/training field.
· Minimum 3-4 years supervisory experience.
· Experience managing public funds and knowledge of applicable laws, rules, regulations and processes related to fiscal management.
· Knowledge of federal and state workforce development programs and policy.
· Experience working with boards, councils, committees and other public decision making bodies.
· Experience in policy development and implementation.
· Experience working with the community, public and non-profit organizations and all levels of government.
