Job Summary: The Facilities Operations Technical Specialist (OTS) will be responsible for ensuring safe and reliable facilities operations. This is accomplished by leading reactive maintenance efforts, collaborating with and sometimes taking direction from Facilities management and engineers, and regularly aligning with Factory Operations Production/Maintenance personnel. The incumbent must be a subject matter expert in all aspects of industrial manufacturing facilities operations. The Facilities OTS ensures that the Facilities Operations and Maintenance team members have the appropriate level of knowledge, skill, and tools to perform their jobs safely and adequately.

Essential Duties:

  • Provides Expertise:

  • Facilities Operations subject matter expert (SME).

  • Provides technical input to project design reviews, process hazards analyses, etc.

  • Serves as primary Facilities Operations and Maintenance stakeholder on project teams.

  • Reviews and updates SOPs annually to adhere to all PECNA standards.

  • Be able to create and follow Maintenance Operating Procedures (MOPs), Job Safety Analyses (JSAs), and Standardized Work Instructions (SWIs).

  • Provides practical on-the-job training to Facilities Operations and Maintenance Technicians.

  • Coordinates Facilities Operations activities with key stakeholders to achieve PECNA goals:

  • Regularly interfaces with Facilities Engineering, Construction, and many other site work groups (customers and shared service support groups).

  • Effectively works with vendors, contractors, and tenants to coordinate work and ensure they adhere to work rules set forth by PECNA.

  • Operations Schedule Planning and Execution:

  • Leads the tactical execution of plant activities to ensure accomplishment of department’s goals.

  • Provides input to Facilities Operations Supervisors on resource allocation to meet operational requirements.

  • Lead Troubleshooting and RCA practices:

  • Serves as main Facilities point of contact for facilities equipment breakdowns during working hours, and provides on-call support during off-hours.

  • Leads/trains in performing Root Cause Analysis (RCA) on major breakdowns, along with recovery paths to improve the overall reliability of the facility.

  • Maintenance Projects and Shutdown Planning:

  • Serves as a key stakeholder in the Facilities maintenance and shutdown planning by the following measures:

  • Contractor scopes and arrangements

  • Cross department coordination

  • Process management

  • Document execution and lessons learned

  • Training and Operator Certification:

  • Collaborates with Facilities Compliance Specialist for Facilities technician progression, providing certification testing, technician development practical training and testing, and process walk-throughs for new and experienced Facilities technicians.

  • Collaboration with Environmental Health and Safety (EHS):

  • Actively engages and partners with EHS to drive improvements in all elements.

  • Works with EHS representatives and Facilities staff to evaluate that MOPs, JSAs, SWIs, and SOPs are correct and effective.

  • Supports Facilities compliance with all applicable government, corporate, and site environmental regulations, policies, procedures, and practices.

  • Drives Continuous Improvement:

  • Supports and sometimes leads process improvements with the goal of improving operability, maintainability, reliability, and efficiency.

  • Partners with the Facilities Operations, Maintenance, Engineering, and other team members in evaluating the Overall Equipment Effectiveness (OEE) and provides guidance on improvement measures.

  • Reviews appropriate work-related records such as the shift electronic logbook, maintenance notification requests, maintenance work orders, equipment maintenance records, and CMMS checklists/records.

Personal Protective Equipment (PPE) Requirements:

  • To ensure the health and safety in the workplace and for the protection of our employee’s, wearing PPE is a requirement for some roles at PECNA. PPE may include equipment such as a full Tyvek suit, safety shoes, gloves, safety glasses, face mask, Hard Hat, Uniforms, and a full hazmat suit that includes a respirator.

Qualifications

Requirements - Required and/or Preferred

Education:

  • Basic/Required: Minimum Two-Year Trade school/vocational school graduate or Associates of Science/Applied Science Degree.

Essential Qualifications:

  • 8+ years of related work experience in an industrial manufacturing facility.

  • 3+ years of experience as a Lead Technician and/or Supervisor in an industrial manufacturing facility.

  • Advanced knowledge and work experience in mechanical, electrical, plumbing, pneumatic, and HVAC systems in an industrial manufacturing facility.

  • Knowledge of relevant standards (OSHA, EPA, NFPA, ISO 9001, etc.), regulatory compliance, and industry best practices.

  • Must possess a “safety-first” mindset.

  • Strong technical background specific to unit/process operations, troubleshooting skills, and root cause analysis (RCA).

  • Strong initiative and ability to analyze and improve processes.

  • Ability and willingness to prioritize work based on experience and practical judgement.

  • Ability to maintain focus and lead with clarity during stressful situations.

  • Strong communication (verbal and written) skills.

  • Strong interpersonal skills, with the ability to organize, motivate, coach, and lead team members who are not direct reports in a high-performing team environment.

  • Experience with Computerized Maintenance Management Systems (CMMSs).

  • Experience with Building Management Systems (BMSs).

  • Strong computer skills with advanced knowledge of process specific software, e.g., SAP, MaintainX CMMS.

  • Proficiency in Microsoft Office Suite, including Outlook, PowerPoint, Excel, and Word.

  • Must have working-level knowledge of the English language, including reading, writing, and speaking English.

Preferred Qualifications:

  • Previous experience working in ambiguous situations, e.g., start-up environments.

  • Experience with reliability programs in an industrial manufacturing facility.

  • Knowledge of Total Productive Maintenance (TPM).

Preferred Certification(s):

  • CPR Certification

  • Powered Industrial Truck (PIT) License

  • Mobile Elevating Work Platform (MEWP)

  • NFPA 70E

  • OSHA 30-Hour

  • HAZWOPER 8- or 24-hour

  • Certified in relevant “Train the Trainer” Programs.
