ESSENTIAL FUNCTIONS
70% Geographic Information Systems (GIS) Administration and Management
Manage, coordinate, review, and participate in the activities related to the Citys geographic information systems (GIS) program, including implementation, ongoing operation, and enhancement of GIS for all City departments.
Expand the Citys GIS capabilities, including the deployment and usage of ArcGIS Enterprise, to support organizational needs and goals.
Work with other departments and serve as the main contact for integration of GIS with cross-functional systems, including, but not limited to, Cartegraph Asset Management and Energov applications.
Work with IT as necessary, to coordinate integration of new GIS functionality.
Evaluate, recommend, install, and maintain GIS software and hardware, in conjunction with IT as necessary.
Consult with staff in City departments to evaluate areas in which further GIS applications or support might be utilized to accomplish their goals and objectives.
Prepare maps and displays for various projects and presentations.
Diagnose and troubleshoot problems experienced with the use of the Citys GIS.
Perform GPS data collection to gather location and physical data of City infrastructure.
Develop and perform quality control/assurance procedures on GIS data.
Make recommendations on changes and updates to the Citys GIS software and
equipment.
Advise, and provides guidance and oversight as necessary, in the purchase and operation of GPS equipment by other departments for use in collecting and maintaining data for infrastructure, facility and other features, for use in cross-functional systems, such as Cartegraph Asset Management, or other software.
Operate a motor vehicle on a regular basis.
20% Engineering Projects
Organize and perform topographic surveys using standard and GPS surveying equipment.
Review and draft legal descriptions.
Provide assistance for engineering-related projects as necessary.
Assist engineering staff with evaluation and cost development for extension of municipal services.
Assist with preparation of project specifications, bid documents and contract documents.
10% Administration and Supervision
Provide required information for reports.
Perform work in accordance with established standards and in compliance with City and department policies and procedures.
Participate in budgetary and strategic planning.
Provide leadership and supervision to staff and delegate projects and tasks.
Provide on-the-job training and professional development opportunities to staff to ensure they keep current with advancements in their fields.
Recommend employment-related decisions involving hiring, discipline, and all other status changes; develop performance expectations and evaluate employee performance.
Continually look for new and improved ways of completing the above functions. Other tasks as assigned will be performed to address business needs.
POSITION REQUIREMENTS
Latitude: Most duties are self-determined, planned, and arranged by performer. Problem solving requires advanced technical knowledge. Decisions are frequently made independently based on city policy and consultation with appropriate stakeholders is essential. Makes purchasing decisions within budgetary limitation and purchasing policies. Regular and reliable attendance at work is expected.
Interaction: Frequent interaction w th employees throughout the organization and the general public.
Qualifications:
Associates Degree in GIS, Computer Science, or related area, or two years of equivalent experience, required.
