Job Description:

Under the administrative supervision of the Assistant County Engineer, the Engineering Technician-Surveyor acts as the survey party chief, construction project manager, assistant to the office/field engineer and a liaison to the Townships and property owners. Responsibilities include performing, supervising and monitoring all aspects of surveying work associated with public works projects, ensuring accurate and precise data for surveying/engineering calculations and computer aided design drawings and coordinating, managing and inspecting construction projects along with other engineering division personnel. The Engineering Technician- Surveyor exercises considerable independent judgment.

Job Duties:

100% -

Acts as County Surveyor under the direction of the Public Works Director/County Engineer.\ Assists with making engineering calculations and preparation of construction plans for road and bridge projects.\ Coordinates construction project activities with local units of government, utilities companies, emergency provides, postal service, school systems and the public.\ Research surveys, section corner information, road right of way, deeds, road and bridge plans; establishes and maintains survey control for County and KDOT (Kansas Department of Transportation).\ Searches legal records, survey records, and land titles to obtain information about property boundaries in areas to be surveyed.\ Directs or conducts surveys to establish legal boundaries for properties, based on legal deeds and titles.\ Downloads and manipulates survey data for computer aided drafting (CAD) drawings.\ Inspects asphalt, grading and bridge projects.\ Keeps diaries and field books, prepare and maintain sketches, maps, reports, field notes to describe work performed.\ Locates section corners (KSA 1987 Supp. 58-2001, et. seq.) which are the basis for all legal surveys.\ Locates underground utilities; verify location of utilities on site as necessary with utility companies.\ Performs construction testing and materials testing work.\ Prepares, reviews and certifies legal descriptions for right-of-way, various easements and boundaries as required.\ Serves as project construction manager for road and bridge construction.\ Sets construction stakes for planned elevations on bridges, roadways, sewer lines, minimum pads, ditches and all other grades established by engineers.\ Submits construction reports and test reports.\ Surveys county for road sign locations and confirmation; survey new roads for proper centerline striping.\ Surveys landfill, sewer system and other public works projects for the County.\ Surveys road, bridge, culvert, stream, creek, river, channel and ditch maintenance projects for the\ County.\ Performs other duties as deemed necessary or as required.

Knowledge, Skills, and Abilities:

Engineering Technician - Surveyor -

Ability to operate all office equipment and all field surveying and testing equipment.\ Ability to reliably and predictably carry out duties.\ Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.\ Ability to write routine reports and correspondence.\ Ability to speak effectively before groups of customers or employees of an organization.\ Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.\ Ability to apply concepts of basic algebra and geometry.\ Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.\ Ability to deal with problems involving several concrete variables in standardized situations.\ Ability to convey and receive detailed or important instructions an information to and from other workers and the general public.\ Knowledge of the instruments, equipment, materials and techniques used in the appropriate specialty.\ Knowledge of laboratory practices and test procedures in working with asphalt, concrete, soils and related materials; knowledge of materials.\ Knowledge of surveying, use and operation of GPS equipment, drafting, computer aided drafting design, construction methods and management.\ Skill in oral and written communication.
