Recruitment Profile

Under the direction of the City Manager, the Finance Director oversees the financial and accounting activities of the municipal government. The Director collaborates with the executive management team and community stakeholders in the development and implementation of the annual operating and capital budgets of the organization. The Finance Director prepares the annual comprehensive financial report and popular annual financial report to inform the governing body, management, and interested stakeholders of the City’s financial position. The Finance Director also manages fund balances, bond payments and scheduling, and investments.

Job Description

Finance Director -

Essential Functions: Essential functions of this position includes, but is not limited to the following:

+ Administers the development of the five-year capital improvement plan, equipment replacement plan, five-year financial forecast, and annual operating budgets, and provides general oversight and administration of such plans, forecasts, and budgets.

+ Prepares the annual budget document, annual and quarterly financial reports, and other relevant financial information. Prepares the comprehensive annual financial report and assists the independent auditor during the audit of such report.

+ Establishes and maintains internal control procedures and complies with applicable generally accepted accounting principles and guidelines issued by the Governmental Accounting Standards Board. Conducts periodic internal audits of payroll, accounts payables and receivables, and various journal entries for accuracy.

+ Oversees treasury management and investments in compliance with applicable federal, state, and local policies, accounting guidelines, and internal controls.

+ Assists with the issuance of municipal bonds and ensures the timely publication of post-issuance compliance reports.

+ Supervises personnel in Finance Department and ensures the provision of excellent customer service to the public.

+ Assists with federal and state grant administration and reporting.

+ Attends governing body and advisory board meetings at the request of the City Manager.


Education and Experience:

+ Any combination of education and experience equivalent to bachelor’s degree in finance, accounting, business administration, or related field.

+ Five years of progressively responsible experience, including supervisory experience in accounting, financial management, or related field.

+ Valid Kansas driver’s license required if operating a City vehicle or personal vehicle while on City time.

Core Competencies:

+ Knowledge of municipal fund accounting

+ Knowledge of inter nal controls and accounting procedures and practices

+ Knowledge of Kansas law governing municipal budgeting and financial management practices

+ Knowledge of specific financial management areas such as budget preparation, revenue projections and expenditure estimating, financial forecasting, capital budgeting, treasury management, debt and risk management, and program auditing

+ Ability to explain budgeting and financial management activities and concepts to others, including elected officials, staff, and citizens

+ Listening skills for interacting with other on financial matters
