Under the supervision of the Butler County GIS Coordinator Director, the GIS Technician I is a non-exempt position under FLSA. The primary goal of this position is to assist in the creation and timely updating of the counties Geographic Information System. The position is responsible for the current upkeep of the GIS geodatabases, shapefiles and ownership tracking in the county, in addition to manual mapping as needed. Work is carried out following prescribed laws, policies, rules and procedures with some independence and is reviewed for accuracy by the GIS Coordinator Director.




Job Duties


100% - • Creates splits and combinations on maps as indicated by deeds, subdivision, etc. to comply with state specifications through ArcGIS for desktop advanced editing skills;• Enters large quantities of property ownership information into Orion with speed, maintaining a high level of accuracy, which must fall within Property Valuation Division (PVD) guidelines;• Provides estimates of taxes for splits to banks, attorneys, title companies;• Updates of agriculture use delineation on maps for appraisal purposes, and assists in processing agriculture questionnaires;• Provides review of proposed subdivision legal description and ownership certificate;• Updates of property ownership maps for appraisal purposes;• Reads and analyzes legal descriptions for proper ownership, performs quality control;• Researches title chains, ownership, easements as needed;• Assists other county offices and the general public with property ownership inquiries, tax estimates for closings;• Maintains geodatabase topology on agricultural use and property ownership maps using ArcGIS for Desktop Advanced;• Edits and updates existing GIS geodatabases and shapefiles;• Determines acreage or square footage of land parcels;• Maintains county records updated in files and on computer;• Maintains metadata records of data and a record of all changes made to maps;• Operates GIS computer equipment to view, plot maps, and edit geodatabases and shapefiles;• Creates hardcopy maps for Butler County Departments and the public;• Performs data conversion of existing maps to GIS;• Ensures positive public relations with the public and other county employees;• Performs faxing, emailing and mailing of requested documents to the general public or other entities;• Produces and maintains various types of digital maps and data bases;• Trains other county employees to utilize GIS technology in their daily jobs;• Performs quality control of deeds and assists in timely update of property ownership;• Processes annual Orion queries for quality control on acreage and to determine if combination of parcels is necessary to comply with state specifications;• Assists in the design, implementation, and maintenance of GIS databases using SQL Server, ArcGIS Server and ArcGIS for Desktop Advanced;• Maintains Standard Operating Procedure (SOP) for position to ensure consistency and long-term sustainability;• Performs other duties as deemed necessary or as required.

GIS Technician I - • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situ ations;• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form;• Ability to learning new skills, adapting to new technologies, and implementing new methodologies;• Ability to prioritize, plan and organize activities and develop realistic action plans and schedules;• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;• Ability to read maps, interpret legal descriptions, and interpret legal documents (ordinances, road records, and court records) as well as working knowledge of modelbuilder and python scripting;• Ability to reliably and predictably carry out duties;• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;• Ability to speak effectively before groups of customers or employees of an organization;• Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry;• Ability to write routine reports and correspondence;• Knowledge of state mapping specifications, mapping techniques, abstracting, and drafting preferred;• Knowledge and understanding of the ESRI ArcGIS 10+ Suite of products;• Skill in operating computer systems and software;• Skill in o
