Position Summary & Responsibilities:
Position Summary: This top-level management position serves as the Administrator of a correctional facility with 486 full time employees and a capacity of 2,068 convicted adult male felons assigned to multi-custody levels. The Warden has the overall responsibility for managing and directing facility security, fiscal, human resources and physical plant and ensuring that prescribed activities are implemented and carried out in accordance with Kansas Statutes, department policies and directives of the Secretary of Corrections and Deputy Secretary of Facilities Management.
Job Responsibilities may include but are not limited to the following:
+ The incumbent of this position has access to protected health information (PHI) under the provisions of the Health Information Portability and Accountability Act of 1996 (HIPAA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPPA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The incumbent has been trained in the provision of the HIPPA Privacy Regulations as they relate to the duties of this position and has signed a confidentiality agreement.
+ Manages, plans, organizes, and administratively directs all activities of the El Dorado Correctional Facility (EDCF) to include the KDOC Reception and Diagnostic Unit located at EDCF. Promulgates General Orders, Emergency Orders, and Post Orders to ensure compliance with federal and state law. Initiates necessary action to correct deficiencies. Through these activities, the safety, sanitation, and security of EDCF are controlled and managed. Ensures the operation of EDCF is consistent with the Department's mission, policies, and procedures. Communicates information regularly to Staff and Residents to inform, educate, advise, and direct activities associated with EDCF and the Kansas Department of Corrections.
+ Administers procedures for effectively maintaining the safety and security of the public, employees and offenders. Develops and monitors contingency plans for handling emergency situations in the event of a major disaster, riot, hostage situation or other emergency. Takes command of and organizes and implements the strategy for resolution. Determines need, evaluates results and monitors all investigations and the collection and dissemination of intelligence information. Makes appropriate corrections following emergencies after careful review and analysis.
+ Manages human resources in order to accomplish the facility’s goals and objectives. Ensures that all employment actions, including recruitment, selection, retention, compensation, evaluation, disciplinary and other terms and conditions of employment comply with appropriate law, regulations and policies. Holds staff meetings, expends effort to develop and maintain collaboration between department heads, supervisors and professionals. Provides training and develops programs and opportunities for employees, contract employees and volunteers in an organized manner, designed and scheduled to assure compliance with statutes and regulations, departmental policy and procedures, and the training needs of the facility. Conducts evaluation and supervisory conferences with subordinate staff as needed.
+ Responsible for managing the budget within the constraints imposed by the Department of Corrections, the Division of Budget and the Kansas Legislature. Appears before departmental and l egislative bodies to explain and defend the proposed budget for the operation of the facility. Directs planning and development of the facility; determines personnel needs, equipment and capital improvement requirements. Monitors expenditures and sets priorities to maximize the effort to operate within appropriate funding. Provides sufficient budget information and needs evaluation to institutional staff in order to obtain realistic budget requests.
+ Ensures the physical plant of EDCF is clean, functional, and well organized. Ensures the facility is free from major deficiencies in health and environment, fire safety, and safety and sanitation inspections. Establishes standards for the care, maintenance and utilization projects, new construction and capital improvements. Develops strategies for the acquisition of funds required for physical plant enhancements and preventative planning. Ensures all projects are coordinated in a manner that assures they are completed on time, within budget, and in accordance with approved plans. Provides timely and accurate progress reports to the Kansas Department of Corrections.
+ Oversees correctional and rehabilitative programs including academic, vocational education, classification and records, volunteers, religious, job assignments, mental health and recreational activities. Responds to correspondence from the public and oversees the investigation and responses to offender gr
