U.S. Army Sustainment Command Budget Analyst in Fort Leavenworth, Kansas

About the Position: This position may be filled by a temporary promotion, temporary reassignment, temporary change to lower grade or detail not to exceed 24 months. Temporary promotion may be extended up to five years. This is an obligated position. Responsibilities Interpret budget policies, directives, and regulations from higher headquarters and prepare local implementing instructions. Formulate major portions of the budget and develop recommendations to reprogram resources. Prepare status reports depicting causes for major deviations from programmed targets. Responsible for both manual and automated portions of budget reporting requirements. Create system queries in various financial systems and enter data into General Funds Enterprise Business System (GFEMS) to track obligations and expenses. Monitor fund distribution and execution and ensure the distribution of funds is in accordance with approved programs. Evaluate programmed distribution of available funds against mission and workload objectives. Current Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing budget requests for conformance to guidance or cost-benefit analysis; compiling financial information for budget reports; and researching obligation/disbursement discrepancies and initiating corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Accounting or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of Budget Decision Making Financial Management Financial Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a temporary promotion, temporary reassignment, temporary change to lower grade or detail NTE 24 months by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition. Employees are not eligible for a detail in the OCONUS area unless already residing in the same overseas area (foreign or non-foreign) as the position being filled. Employees currently located in OCONUS (foreign or non-foreign) are not eligible for a detail to a CONUS position. When a temporary promotion is terminated, the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay. When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends.
