Program Summary

The Marine Corps Prepositioning Program (MCPP) is based in Jacksonville, Florida. We provide maintenance and logistic services to the U.S. Marine Corps (USMC) in support of this program. For over 35 years we have planned, coordinated, and executed the maintenance and logistic services for ground combat vehicles and support equipment for USMC Expeditionary Forces.

Job Summary

Performs a variety of activities relating to the identification, collection, transportation, processing, packaging, and preparing of hazardous materials for storage, usage, and disposal, in accordance with regulatory and customer requirements, for the Marine Corps Prepositioning Program – Philippines (MCPP-PHIL). The Hazardous Material Specialist will report directly to the MCPP-PHIL Logistics Support Manager.

Roles and Responsibilities

Plan, coordinate, execute and/or supervise hazardous material management functions for MCPP-PHIL Task Order by implementing the following:

  • Ensure compliance of OSHA regulations and all other US, KBR, and Republic of the Philippines hazardous material - related requirements.

  • Manage and apply regulatory and legislative environment requirements and industry practices regarding a full range of hazardous material handling procedures.

  • Provide manager – level reports regarding hazardous material storage, distribution, disposal, and regulatory considerations.

  • Provide hazardous material identification and handling training and support for safe handling, processing, packaging, and storage procedures for a wide variety of hazardous materials and wastes.

  • Plan, coordinate, and manage hazardous material shipping and receiving.

  • Plan, coordinate, and manage MPF hazardous material logistics support.

  • Formulate administrative and operational policies and procedures.

  • Identify specific requirements for money, manpower, materiel, facilities, and services needed to support the hazardous material management.

  • Enforce worker compliance with established safety regulations, and method and procedures for handling and storing various hazardous materials.

  • Prepare technical reports and correspondence to identify problem areas/deficiencies and maintain reports and record-keeping activities.

  • Maintain MCPP-PHIL ISO policies and procedures and ensure on-going compliance with such.

  • Perform other duties as assigned.

Basic Qualifications

  • AA degree in safety or environmental engineering, health education or a related field. In lieu of a degree, a combination of college credits, other formalized training or education, and directly related work experience may be considered.

  • Six years directly related work in Hazardous Materials management activities including classification, labeling, segregation inspection, and certification for transportation.

  • Successful completion of an HQMC approved formal school(s) or OSHA course(s) certification that provides fundamental information on the safe and proper management of hazardous materials/waste and associated facilities in accordance with applicable federal regulations.

  • Completion of Hazardous Materials/Waste Course in accordance with OSHA 29 CFR 1910-120 or equivalent.

  • Must be a U.S. Citizen.

  • Must possess a valid state Motor Vehicle Drivers’ License.

  • Must possess or be able to obtain a U.S. Passport.

  • Must be able to obtain a work visa and Alien Employment Permit for the Philippines.

  • Applicants must be able to pass an FBI Background investigation with no criminal, civil, or security violations.

Preferred Qualifications

  • USMC MOS 8012/8056.

  • Understanding of Marine Corps policies, regulations, and orders.

  • Industry Certification.

  • Working knowledge of military storage procedures.

  • Working knowledge of general maintenance procedures for military tactical equipment and supplies.

  • Strong written and oral communication skills.

  • Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
