Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Army Futures & Concepts Center - Mission Command Capability Development Integration Directorate. The MC CDID develops, integrates, and synchronizes Echelons above Brigade (EAB) HQs and Army Mission Command (MC) modernization efforts. Responsibilities Serves as a lead operations research analyst or lead analyst of major joint and/or Army studies and experiments. Functions as a team leader of military and/or civilian action officers, specialists and analysts involved in various mission command studies, projects and analyses. Plans for and organizes the team's assigned workload and reviews work products. Provides the technical quality control of all studies and analyses performed. Directs a number of diverse analytical efforts associated with the Directorate mission. Develops and recommends program objectives, operations, manpower, money, and materiel applications for various capability development programs. Attends conferences for major Army program authorities and Allied military commanders on projected Army capabilities and needs, technological advances and applications, operational requirements, and needs for future equipment development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Applying military management principles sufficient to evaluate and recommend doctrine, force structure development, psychological factors in new technology implementation; 2) Applying knowledge of statistical methods and theories sufficient to forecast statistical projections and evaluate probabilities of success and margins of benefit of proposed models; and 3) Applying knowledge of the capabilities of military equipment sufficient to evaluate proposals and to recommend on new applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
