Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is located at Combined Arms Center, Fielded Force Integration Directorate, TRADOC Proponent Office(TPO) Echelons Above Brigade (EAB), Fort Leavenworth, KS. Responsibilities As an Operations Research Analyst, you will perform the following duties which is not an all-inclusive list: Support and lead a number of diverse analytical efforts associated with TRADOC Proponent Office-Echelons Above Brigade (TPO-EAB’s) mission. Apply scientific principles to challenging force modernization problems and provides analysis of quantitative and qualitative data to inform EAB proponent of decisions. Provide expertise in the development and scoping of learning demands, objectives, and problem statements. Reviews methods of analysis and completeness of analytical conclusions. Conduct Cost-Benefit Analyses and risk assessments using advanced techniques, including optimization, data mining, statistical analysis and mathematical modeling. Shape and influence experimentation design to support TPO-EAB analysis. You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. NOTE: This position is developmental and will be filled at the either the GS-12 or GS-13 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-13. For this job, you may qualify if your education meets the definitions below: BASIC EDUCATION REQUIREMENT: Successful completion of a bachelor's or higher degree in operations research or successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 hours must be in calculus. NOTE: Transcripts are required at the time of application. In addition to meeting the basic education requirement above, you must also meet the specialized experience requirements below: GS-12 Specialized Experience: One year of specialized experience which includes utilizing analytical methods to execute complex studies, compile data and prepare technical reports and briefs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-13 Specialized Experience: One year of specialized experience which includes applying operations research, mathematical, statistical, and/or other scientific methods and techniques in order to forecast statistical projections and evaluate probabilities of success and margins of benefit or proposed models, data mining, statistical analysis and mathematical modeling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
