Summary About the Position: Serves as Registrar for US Army Combined Arms Center, Leader Development and Education, Dean of Academics, located at Fort Leavenworth, KS. This is a developmental position and may be filled at either the GS-11 or GS-12 grade level Responsibilities Responsible for overseeing the preparation, distribution and storage of all academic records of over 12,000 resident and non-resident students annually. Analyze course grades and statistics, present and projected faculty usage to identify problems and trends, and devises/recommends implementation procedures to solve or prevent problems revealed by analysis. Conduct data analysis (statistical and historical) related to the Registrar mission, and prepares semi-annual historical reports. Serve as Academic Board recorder and presents case to board, ensuring that all pertinent facts are revealed and that DA regulations and school policies are followed. Coordinate accreditation and credit transfer actions with civilian colleges and universities. Advise superiors, instructor/course authors, Staff Group Advisors, and students, concerning Registrar related matters and policy implementation. Evaluate performance and provides advice, counsel, and guidance to subordinates. Identify development and training needs and makes provision for providing identified needs. Review civilian employee position structure for economy and mission accomplishment and recommends changes for increased efficiency. Qualification for GS-11: Specialized Experience: One year of specialized experience which includes reviewing input and ensuring consistency with command decisions, and develops and recommends new or modified policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualification for GS-12: Specialized Experience: One year of specialized experience which includes developing, implementing and advising on college/school policy pertaining to a variety of Registrar functions, i.e. preparation of college catalog; Academic Evaluation Report (AER) guidance; Electives Program (CGSC Bulletin 4); Electives administration and registration; Grade Calculator (grade input system) guidance; curriculum. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Operations Support Program Management FOR GS- 11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). FOR GS-12: Time in Grade Requirement (GS-12): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
