Summary About the Position: The primary purpose of this position is to oversee a team of specialists in the direct coordination, development, and implementation of new and emerging topics and curriculum into Professional Military Education courses; maintain accountability of Army Learning Areas, General Learning Outcomes, and assist with the development of Outcomes Based Military Education design. NOTE: To apply for a temporary promotion NTE 13 months, see announcement - SDSB243033684233 Responsibilities As a Supervisory Training Specialist, you will perform the following duties which is not an all-inclusive list: Responsible for overseeing the review and validation of common core learning requirements proposed for inclusion into professional military education across the Army Learning Enterprise. Directs and assesses the implementation of the plan of action during execution to accommodate unexpected exigencies or to take advantage of unforeseen opportunities. Serves as common educational program manager of all cohort PME. Coordinates with PME topic proponents in the development and implementation of new and emerging topics and curriculum into PME, ensure PME common core instruction is horizontally and vertically aligned across the Career Learning Continuum. Provides leadership, professional guidance, decisions, advice, and assistance on all matters relating to military and civilian personnel and contractor management. Informs military and civilian employees of all aspects of personnel programs, either answering their questions on such matters or obtaining information from specialists when more technical answers are required. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Conducts research and produces reports to assist in the identification and development of professional military education initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates experience in designing adult training and/or education programs for both military and civilian personnel; coordinating training programs with education personnel; AND evaluating training issues that impact the directorate. You will be evaluated on the basis of your level of competency in the following areas: Education / Training Program Administration Leadership Oral Communication Training and Education Analysis Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the minimum qualification requirement using experience alone--NO substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial period may be required. One year supervisory probation may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Education and Information Sciences Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment and relocation incentives may be authorized. This position MAY be made permanent without further competition, contingent upon verification of the incumbent's noncompetitive eligibility. This is an obligated position under 10 U.S.C 1586. An "obligated" position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a TERM appointment with no statutory return rights back to a permanent position. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework. This position is not a bargaining unit position.
