POSITION SUMMARY:The incumbent in this position shall be responsible for and will work closely with internal and external clients and personnel to ensure all applicable policies and procedures are followed. This position includes working with the applicable Capital Project Supervisor to ensure compliance and completion of water and wastewater engineering and construction projects.

ACCOUNTABILITY:The Capital Project Coordinator may be asked by contractors for interpretations or variances not consistent with Company Standards; as such, this individual must be ever mindful of all requirements on the Company’s Code of Ethics/Conduct, including consistently promoting a professional image of the Company at all times.

ESSENTIAL DUTIES AND RESPONSIBILITIES:• Performs a variety of assignments within a framework of established procedures and with minimal supervision, including typing, filing, and records management• Files documents, maintains computerized and manual records, and compiles data for general information purposes and individual requests for special reports• Compares, processes, or maintains a variety of reports and documents• Assists Capital Project Supervisor in master plan preparations• Prepares cost quote estimates for military base construction projects• As directed, gathers financial data and assists in preparation of schedules for new construction proposals at subsidiary• Assists with month-end closing and project reporting• Reviews pre-design reports, construction plans and specifications to ensure that the engineering designs meet company requirements• Coordinates with DPW and other departments and agencies as necessary to process and secure Installation approvals for capital construction projects• Ensures that construction is performed in accordance with approved Construction Issued Plans, Specifications, Special Provisions, Standard Construction Specifications, Standard Construction Drawings and Approved Material List• Helps to ensure adherence with policies designed to help maintain local and federal regulatory compliance• Identifies and helps develop process improvements to increase efficiency and effectiveness of current activities• Assists in preparation of internal and external audit activities, as required• Provides technical expertise to staff and other team members related, but not limited to, regulatory and engineering matters• Reviews Daily Inspection Reports, Field Reports and Sub-contractor Performance Assessment Reports, (SPARS)• Oversees Capital Project Inspectors’ work to ensure that all assigned project construction is correctly installed; project sites are safe by OSHA standards and properly maintained during the work period; and project sites are clean and secure before contractor leaves the site each day• Ensure that all assigned project construction is correctly installed per applicable state and federal environmental regulations; project sites are compliant with OSHA standards and the ASUS Health and Safety Plan, and risks mitigated to prevent non-compliance with either.• Assists with the management and oversight of capital construction projects.• Prepares and presents periodic reports on progress of assigned capital projects• Performs other duties as assignedThe above job description is not intended to be, nor should it be construed as, exhaustive of all responsibilities, skills or competencies including physical requirements associated with this job.

MINIMUM POSITION QUALIFICATIONS:• Bachelor’s degree in Engineering or related degree, or no less than five years of experience in the area of Civil design or construction• Five years’ experience in water distribution and/or wastewater collection design, installation or related construction work or inspection preferred• Knowledge of construction management, engineering concepts, policies, requirements and regulations required• Ability and willingness to train other Capital Project Coordinators and Capital Project Inspectors• Proficient in the use of computerized office equipment and programs (e.g. MS Office, MS Windows, Adobe products)• Ability to read and review water and wastewater plans and specifications. Ability to edit plans is preferred.• Ability to speak, understand, read and write English; grammar, spelling, vocabulary, and punctuation required• Engineer in Training (EIT) certification or ability to obtain certification within one year of position entry is preferred• Working knowledge of GIS and AUTOCAD in utility system applications is highly preferred• Must possess and maintain a valid Driver’s License issued by the state where employed• Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory

PHYSICAL REQUIREMENTS MAY INCLUDE:Standing, climbing, walking, lifting up to 50 lbs., bending, pulling and/or pushing, grasping, reaching, stooping and crouching, sitting, and walking all for extended periods of time.

COMPENSATION INFORMATION

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.

U.S. Citizenship is required pursuant to our contract with the federal government.
