Job Title: Public Works Director

FLSA: Exempt Salary Range: 84

JOB SUMMARY

The job duties of the Public Works Director include but are not limited to administer, plan, direct, supervise and implement the activities of the Public Works Department; to develop the specifications and cost estimates for all road, bridge, transfer station, wastewater, water and noxious weed projects and programs; and to provide responsive, courteous and efficient service to County residents and the general public. Work and actions are subject to general policy determination, review and final authority of the Board of Commissioners. Performs other duties as assigned.

DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Public Works Director might be asked to perform. This job description is to incorporate any County resolutions for the position of Public Works Director. This position description is not designed to list all tasks and responsibilities of this position. Geary County reserves the right to revise or change job duties as the need may arise. This position description does not constitute a written or implied contract of employment.

Road Maintenance. Evaluates the conditions of county roads, bridges, transfer stations and noxious weed programs. Consults and advises the Board of County Commissioners on matters relating to road and bridge projects and work in the County. Works with other agencies, townships, and outside contractors on road and bridge needs. Makes periodic investigations and inspections of roads and bridges and other assigned responsibilities to determine needed routine maintenance and plan future maintenance and construction. Maintains proper records and documents relating to county engineering and public works projects. Prepares paperwork for federal and state funding of road projects. Ensures that all bridges and county roads are maintained. Meet with landowners on various aspects of work.

Noxious Weeds/Household Hazardous Waste. Manges functionality of these sections. Ensures chemicals are on hand to meet landowners needs. Ensures compliance with all regulations. Oversees the disposal of household hazardous waste.

Building Maintenance. Manages the building maintenance division. Assist in the planning of work and oversees expenses. Decides the most efficient and economical repairs to all county owned facilities. Works with contractors to ensure repairs are made correctly and on time.

Administrative functions. Researches the type of equipment to purchase or programs to support, prepares bid specifications for equipment, projects and supplies, determines cost alternatives with pros and cons and provides recommendations to the County Commission. Develops, plans, designs, and writes specifications for road and bridge projects and building and machinery needs. Prepare necessary paperwork to document work completed or scheduled. Prepare and administer department budget. Administer and manage the budget and personnel for all divisions. Maintain cost accounting records for all expenses. Attend meetings and prepare reports when required. Answer citizen concerns and complaints. Prepare maintenance scheduling on a priority basis. Serve as member of the Metropolitan Planning Organization Technical Advisory Committee.

Supervisory Functions. Supervise staff in planning work, assignment of tasks, evaluation of work performed, preparation of evaluations, administering corrective actions, interviewing and selecting staff, training, ensuring work is done in accordance with safety protocols and recommending employee ransfers, promotions, discharge and salary increases. Develop and implement policies as required.

Types of Equipment:

Ability to operate various types of equipment standard office equipment, computer and intermediate knowledge of Microsoft Office software, etc.

Ability to use GPS and GIS data relating to county landmarks, roads, etc.

Other equipment could be required.
