75% Fiscal Services Strategic Leadership and Overall Management

Budget Planning and Management and Fiscal Reporting

  • In consultation with Libraries leadership, plans and manages complex annual state and KUEA budgets to effectively and efficiently fund all operational and strategic objectives.

  • Conducts in-depth financial analysis to maximize use of unit-level financial allocations to achieve university and unit goals, in the context of long-range sustainability and growth.

  • Oversees the development of library reporting databases for various financial and administrative functions, including Oracle Financials, Oracle Analytics Cloud (OAC), and KU Endowment Association accounts.

  • Collaborates with the Libraries Leadership Team in the creation of annual salaries, operations and collections budgets.

  • Oversees budget and expenditure activities for general and special projects and completes the annual budget submission process, ensuring compliance with all applicable Federal, state, university and KUEA guidelines and policies.

  • Coordinates with the Kansas University Endowment Association on library fund issues, including signature authority, fund access, and expenditure appropriateness.

Leadership of Fiscal Business Operations and Services:

  • Leads the Libraries’ Budget team, comprised of four or five individuals who manage facets of the Libraries fiscal enterprise, providing ongoing technical and professional development opportunities to enhance team members’ skills and knowledge.

  • Provides strategic and operational leadership and guidance to the Budget team in the development, implementation and updating of financial policies and procedures.

  • Responsive to the needs of the Libraries leadership for new products and opportunities to streamline processes and optimize resource allocation.

  • Assures that financial system training materials are in place for Libraries faculty and staff and that resource persons are available to provide financial expertise and guidance as needed.

10% Statistics External Reporting and Financial Approvals:

  • Provides oversight of all fiscal statistics collection and coordinates responses to surveys and ad hoc information requests (i.e., ACRL or ARL surveys).

  • Prepares accurate and timely budget reports for Libraries leadership to inform data-driven decisions.

  • Approves administrative endowment expenditures and HR transaction on behalf of the Dean.

  • Conducts fiscal analysis for major purchases and internal program assessments.

  • Completes fiscal reporting required by university and external entities (e.g., annual inventory updates).

10% Strategic Initiatives

  • Implements and evaluates ongoing improvements to strategic budget planning and management processes.

  • Collaborates with the Dean and HR to manage financial aspects of faculty union collective bargaining agreement with United Academics of University of Kansas (UAKU).

  • Recommends updates to financial and operational policies to align with changing business needs.

Required Qualifications:

  1. Master's degree in accounting, finance, economics, business administration, public administration or related field AND 5 years of related experience; OR bachelor’s degree in accounting, finance, economics, business administration, public administration or related field AND 7 years of related experience in the field.

  2. Five years of progressive leadership responsibility.

  3. Seven years of supervisory experience.

Advertised Salary Range:

$100,013 – $160,021, commensurate with experience.

Preferred Qualifications:

  1. Experience in communicating complex financial data to inform short and long-term financial strategies as evidenced by application materials.

  2. Demonstrated understanding of University of Kansas business operations, policies, procedures, and fiscal processes.

  3. Experience in developing and using financial models, forecasting tools, and predictive analytics as evidenced by application materials.

  4. Demonstrated ability to successfully build and maintain strong, collaborative working relationships with a wide range of constituents.

  5. Experience using enterprise financial management systems (Oracle Financials, Workday, Oracle Analytics Cloud (OAC) for reporting and analysis for large, complex organizations.

  6. Three years of experience with computer applications for fiscal operations, including proficiency in computer applications for financial analysis.

  7. Advanced accounting experience and skills, as evidenced by application materials.

  8. Excellent written communication skills as demonstrated by application materials, as well as excellent oral communication skills.

  9. Experience in developing and administering budgets as demonstrated by work history.

Position Overview:

The University of Kansas Libraries (KU Libraries) seeks an experienced, collaborative leader to serve as Executive Director of Fiscal Services. This role is responsible for overseeing a $22.7M budget plus $27.1M in endowment holdings for the KU Libraries that includes six public-access libraries and an off-site storage facility that serve the Lawrence and Edwards campuses. The Director leads the development of strategic fiscal initiatives to support the Libraries' mission and oversees the management of fiscal operations.

Reporting directly to the Dean of Libraries, the Executive Director manages all fiscal resources for KU Libraries, including operations, collections, funding for human resources and endowment funds. This individual is a member of and collaborates closely with the Libraries Leadership Team, playing a critical role in budget planning and execution to advance the Libraries strategic initiatives and foster fiscal accountability, transparency, and a culture of continuous innovation. As a key member of the Libraries budget committee, the Director leads fiscal management, procurement activities, and long-range financial planning, advises on efficient approaches to income and expenditures, and engages with the team in collaborative budgetary decision-making.

The Director is responsible for analyzing, reporting, and communicating complex financial data, collaborating with unit leaders to optimize financial resources in alignment with university and organization goals. The Director provides financial guidance to the Libraries Dean, four Associate Deans, and other members of the Leadership Team on the optimal leveraging of Libraries resources and the development of sound financial policy.

This role involves regular coordination with administrative units across KU, including HR, Budget, Facilities, IT, KUEA and the Office of the Provost. The Director represents the Libraries on internal and external fiscal affairs, acting as an expert resource.
