Job Description:

50% Data Science and Application Integration

• Provide technical leadership to a team of junior developers and/or contract partners.

• Serve as lead on internal and external data science integration projects with existing or new applications or tools.

• Guide the team and/or contractors to design, develop, and prototype solutions for extracting and analyzing study data using techniques such as natural language processing, image recognition, deep learning, and machine learning.

• Evaluate business requirements received from application owners and develop technical requirements for team to implement, including overseeing data requests (JSON views, etc.).

• Work directly with team or contractors to develop and implement a solid software design, including server-based components (Tableau, R-Shiny, AWS)

• Review the technical specifications documenting the required change/enhancement created by the team, including performance and database joins within relevant application.

• Provide feedback as needed to ensure developers have a solid baseline to develop their code and required unit tests.

• Work on problems of diverse scope where analysis of situations or data requires evaluation of intangible variance factors.

• Use working knowledge of related disciplines to provide solutions to a range of problems, and ensure solutions and/or changes are implemented.

• Provide technical leadership/mentoring to team members as they work to complete their assignments.

40% Practice Intelligence and Data Integration Projects

• Lead internal and external efforts and teams related to designing and implementing best practices in data integration, analytics, and transforming complex data into actionable results.

• Provide expert recommendations for internal and external data science and integration projects to internal and external partners, contractors, and staff.

• Review and approve all internal and external workflows and components when working with contractors, partners or staff to implement or deliver a complex data integration deliverable.

• Actively participate with development team by providing standards for data capture and safety data, assessing the overall quality of data and identifying and escalating key data issues, trends or patterns that may pose overall analysis and/or data quality concerns.

• Evaluate ongoing changes within the industry to identify opportunities to enhance/improve integration and business intelligence tools.

• Evaluate new releases of all technology components used in business solutions.

• Conduct econometric, statistical analysis and data science on high frequency administrative data and survey data to research and generate insights that can affect public and social policy.

• Implement dashboards and interactive reports using Tableau, R Shiny, or other relevant BI language tools.

• Liaise and work with government agencies to establish data governance protocols for data-driven policymaking.

• Recommend technology upgrades for the summer release, the value and risk associated with each upgrade, and the recommended upgrade approach with detailed development plan.

Required Qualifications:

  • Master's degree in Public Policy, Economics with Public Health or related field with quantitative research; and 4 years of research or work experience in an area related to public policy or public health (a doctorate in the listed fields and 1 year of research or work experience in an area related to public policy or public health is also accepted).

  • 2 years of experience developing data analytics reports and products using Excel, and at least one of the following: R, STATA, or Python

  • 2 years of experience implementing business intelligence tools, dashboards or interactive reports using Tableau, R Shiny, or other relevant BI language.

  • 2 years of experience conducting econometric, statistical analysis or data science on high frequency administrative data or survey data to research and generate insights that can affect public and social policy.

  • 2 years of experience liaising and working with government agencies to establish data governance protocols for data-driven policymaking.

Position Overview:

The Center for Public Partnerships and Research (CPPR) seeks a full-time Research Engineer Senior.

The Research Engineer Senior utilizes data science to analyze public policy and public health programs such as TANF, early childhood education, and community health behavioral programs. The Research Engineer Senior is a leader on a high-performing technology team that is focused on designing and developing technical and infrastructure solutions for complex data analysis in the field of social services, using Excel, R, STATA, and Python. Day-to-day activities include providing technical leadership to a team of developers responsible for designing, developing, testing, and supporting multiple platforms and applications. This position will collaborate with implementation leads and application directors and deliver robust product features and insights that improve product usability. The Research Engineer Senior is also responsible for staying current on the ever-evolving technology field and identifying new tools/products that could be beneficial to CPPR.
