Summary

This position is part of the Haskell Indian Nations University, Bureau of Indian Education. As a Safety and Occupational Health Specialist you will be responsible for providing a full range of administrative and technical work concerned with the safety and occupational health programs and activities at Haskell Indian Nations University.

Responsibilities

As a Safety and Occupational Health Specialist GS-0018-11, your typical work assignments may include the following under supervision: Provides technical assistance on the U.S. Federal Government safety and occupational health regulations, policies, technical standards and operation procedures. Conducts training programs to include safety awareness for risk and prevention, reporting of structural fire and other risk situations, first-aid and emergency response protocols. Provides and coordinates written findings and recommendations of corrective action when inadequacies or deficiencies are discovered. Works with managers, supervisors, and employee groups to implement, review and modify program activities.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. BASIC REQUIREMENTS:

A. Undergraduate and Graduate Education: Major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR B. Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below: MINIMUM QUALIFICATIONS:

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. For GS-11 Grade Level: Applicants must possess A, B, or C below:

A. One year of specialized experience equivalent to at least the GS-09 grade level in applying Occupational Safety Health Administration (OSHA), National Fire Codes, and other Federal/state regulations in resolving safety issues; coordinating and conducting training in the field or classroom related to safety/health, fire and prevention awareness; making recommendations necessary to prevent recurrences of unsafe conditions; preparing guides and/or instructions that educate individuals on safe operating practices and/or techniques

OR

B. A Ph.D. or equivalent doctoral degree; OR I have successfully completed three (3) full years of progressively higher level graduate education leading to such a degree; OR I have obtained a LL.M. that is related to the position being filled

OR

C. A combination of graduate level education (as defined in B above) and specialized experience (as defined in A above) when combined together meets 100% of the total requirements for the position. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
