Construction Manager - Photo Enforcement Group

Day in the Life

As a Construction Manager in our Photo Enforcement Group, you will be responsible for the end-to-end process of traffic enforcement camera installation. This includes surveys, design, permitting, construction, installation, and verification.

You will be reporting on progress to management, project closeout, and detailed As Built. Overseeing of contractors and vendors, which will include the agreement Statement of Work (SOW). This agreement includes drafting, review and issuance, technical review of contracting documents (subcontractor agreements) interface with regulatory agencies and local authorities on all aspects of site construction. This opportunity has a travel requirement of 90%.

Basics

  • Plan, schedule, and execute large-scale, multi-step projects involving a variety of disciplines. Plan strategies for analysis, test, and design used for task planning and execution. Analyze project requirements and develop detailed objectives and detailed planning, conceptual designs, and risk analysis.

  • Make selections, recommendations, and decisions regarding sub-contractor choice, materials, technical solutions, maintain schedules.

  • Demonstrate excellent communication skills with all stakeholders, including contractors, vendors, colleagues, and management. Interact with internal and external customers.

  • Demonstrate proficiency in all aspects of industrial construction and civil engineering and technical requirements. Overseeing our company products, and onsite and offsite constructions to monitor compliance with local, state, and federal construction and safety regulations

  • Review the project in-depth to schedule deliverables, estimate costs, and ensure that performance is evaluated against those parameters.

  • Meet contractual requirements of construction as well as Conduent standards of quality.

  • Assist in the troubleshooting of non-performing sites and correction of deficiencies identified on any photo enforcement job site.

  • Document work, as directed, including checklists, Scope of Word drafts, delivery report, invoices, and purchase orders.

  • Must be detail oriented

Leadership, Communications, Vendor Contract Management

Leadership

  • Strong skills in communications, interpersonal communications, negotiations, and client relationships. Strong personal integrity and commitment to ethical behavior.

  • Lead multi-disciplinary teams as our company representative on the job site and keep a sharp focus on task requirements and direct and indirect risks. Motivate partners toward a single completion objective.

  • Demonstrate superior time management skills and the ability to run multiple projects against tight deadline and inter-dependent schedules effectively.

  • Oversee all onsite and offsite constructions to monitor compliance with local, state, and federal construction and safety regulations.

  • Work independently with minimal guidance. Must be self-motivated

  • Training and development of your team and other staff as required.

  • Travel requirement up to 90% based on business needs.

Communications

  • Plan to anticipate issues, potential problems, resolve any emerging concerns, and communicate with the internal delivery team about all additional requirements needed for delivery of quality and efficiency to Conduent customers.

  • Delay Recovery: Ability to recover schedule from project delays due to weather and other emergency projects.

  • Always maintain excellent awareness of project status and communicate to management periodically as directed. This includes review the work progress daily and report.

  • Manage and mitigate risks to the project and communicate early and often to avoid compounding issues. Communicate problems including progress with clear and concise details with team members and management.

  • Follow-up on all outstanding issues until resolution is required. Follow prescribed procedures and processes.

  • Effective written and verbal communication skills in a multi-cultural environment.

Vendor/Contract Management

  • Coordinate and direct construction workers and subcontractors and be the interface between the sub-contractor and our company team.

  • Assist in negotiation of subcontractor agreements, draft contracts, and obtain permits and licenses required for each project.

  • Ensure quality construction standards and the use of proper construction techniques.

  • All other duties as assigned.

  • Plan and coordinate installation field work with other support staff.

Technology, Physical, Travel Requirements

Technical

  • Construction management techniques including civil engineering construction and Systems engineering

  • Electrical circuits, drop and bury conduits, directional boring

  • Transportation-related technologies and systems (Traffic Signals)

  • Standard safety best practices in industrial environments and system engineering.

  • Read, comprehend, and follow wiring diagrams, site plans, drawings including civil drawings, and permit instructions. This includes document work, checklists, Scope of Word drafts, delivery report, invoices, and purchase orders.

  • Must be proficient in using Microsoft Office (Word, Excel, Outlook, Teams) SharePoint, JIRA, and other reporting systems, as directed

Physical Requirements

  • Lift at least 50 lbs. of equipment and work on a ladder and in a bucket truck. Work requires moderate physical activity, primarily in fabrication shops and construction site locations.

  • The work environment involves minimal exposure to hazards and physical risks, which require following basic safety precautions. Must always follow safety procedures, and especially while working in the field

Travel Requirements

  • Be prepared to stay at the site until the project is completely tested, all systems configured.

  • Must be ready to work irregular hours, including weekend and night, as the project requires

  • This is a fast-paced environment and under pressure to meet project deadlines.

Education Requirements (Dual options)

  • Bachelor's degree in Construction Management, Civil Engineering, or related Engineering degree with 2 years of experience in construction management.

OR

  • Minimum of 7 years of experience in construction management or as a licensed electrical journeyman or electrical foreman.

This opportunity is a US remote position with 90% travel.
