Summary This position is in Region 7, Immediate Office Division. About Region 7 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve as the Region 7 Tribal Consultation Advisor as provided in the EPA’s 2011 Policy on Consultation and Coordination with Indian Tribes. Advise the Regional Administrator, Deputy Regional Administrator, Senior Leadership, and program managers, as the expert on tribal policies and programs, including the federal tribal trust responsibilities and government-to-government relationships, at both a national and regional level. Independently develop, write, and establish regional implementation as it applies to Regional Tribal programs. Establish and maintain effective working relationships with tribal governments. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. #LI-DNI Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-13 level defined as advising on tribal issues and their impact on regulatory programs; collaborating with stakeholders (e.g., non-governmental entities, industry and private sector interests, academia, other Federal agencies, and/or state, local and tribal officials) in managing and/or executing government programs. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Skill in incorporating new technical policy and legal information into guidelines and standards. Knowledge of the interests and priorities of tribal governments. Ability to communicate complex technical and policy concepts to a diverse range of audiences. Knowledge of federal, state, and local laws and regulations, documentation and reporting requirements, and lawmaking or rulemaking processes. Ability to make decisions or recommendations significantly changing, interpreting, or expanding important agency/regional policies and programs related to tribal affairs. Knowledge of management practices and procedures to resolve problems of major significance to agency environmental programs in Indian Country. Skill in interpreting human health and environmental requirements and providing authoritative advice and assistance to other federal, state, local, and tribal human health and environmental professionals, communities, and stakeholders. Ability to coordinate on Tribal grant funding and other financial assistance needs. Knowledge of Federal Indian Law principles. Skill in working effectively with tribal governments and effectively coordinating and connecting EPA’s government to government responsibilities with program implementation in tribal governments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
