Summary This position is in Region 7, Mission Support Division, Security, Safety, and Facilities Management Branch. About Region 7. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Assists with conducting inspection of work sites and field locations, plans, schedules, and conducts periodic audits of working conditions to determine the nature and extent of any potentially hazardous physical, biological, or chemical conditions, and the effectiveness of existing control measures and work processes. Able to Develop and implement accident prevention measures and procedures. Obtain immediate corrective action of conditions which are imminent danger to life or limb. Assists the Safety Health Environmental Management Policy (SHEMP) Manager in the development of hazardous substances training programs for regional response personnel and field personnel. Assist in coordinating safety and health training records in both the agency field readiness and Fed Talent databases, including assigning of online training and verification of training content and applicability to the work performed. Work in coordination with and provides assistance to, the Regional Safety, Health and Environmental Program Manager on issues related to operation of the overall Regional Occupational Health and Safety program. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Requirements Conditions of Employment You must be a U.S. citizen. You will be required to lift items weighing up to 50 pounds. You may have limited exposure to hazardous materials. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. If you are selected, the entire period served under the Recent Graduates program will be a trial period. Participation in the medical monitoring program is required. This position requires the use of personal protective equipment (PPE). In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-07 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-05 level defined as Provide support to technical experts on difficult or complex issues associated with a variety of industrial hygiene and safety functions. 1 year of graduate-level education; or superior academic achievement (Superior Academic Achievement Definition); the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience To qualify for the GS-09 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as Provide support to technical experts on difficult or complex issues associated with a variety of industrial hygiene and safety functions and/or has knowledge of chemicals and work practices affecting employee health and safety and/or partners with stakeholders to develop solutions to health and safety problems. 2 years of progressively higher level graduate education leading to a master’s degree; or master’s or equivalent graduate degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience NOTE: 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that number cannot be obtained from the school, 18 semester hours is considered an academic year of graduate study. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Skill in applying, concepts, principles, and methodologies of the industrial hygiene or the consumer safety fields sufficient to conduct routine of occupational health inspections or portions of complex work sites and field locations. Ability to provide technical information to non-technical audiences and provide solutions in an easy to understand format. Ability to to recognize environmental factors and stresses associated with complex work operations, and to ascertain their effects on the health and well-being of workers. Skill in using quantitative measurement techniques for evaluating the magnitude of environmental stresses and their effects on health, well-being, and efficiency of staff. Knowledge and ability necessary to, implement and document a comprehensive health and safety program with guidance and oversight from Safety Health Environmental Management Policy (SHEMP) Manager. Knowledge of safety and health and environmental compliance and stewardship requirements and practices necessary to complete assignments and identify areas for improvement. Skill in maintaining and updating records in accordance with record schedules. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In addition to the eligibility requirements for the Recent Graduates program, you must meet the following basic requirements in order to qualify for this position: 0690 - Industrial Hygiene: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related sciences; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or certification from the American Board of Industrial Hygiene (ABIH).
