Position Summary
This is specialized accounting work involving City-wide financial operations. Primary responsibilities include all activities necessary to process payroll for all City employees, including maintaining related records, reviewing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documenting and updating procedures. Work is usually performed in accordance with general instructions following accepted general accounting procedures, applicable laws and City policies under the supervision of the Accounting Manager. Work is reviewed upon completion with a high level of accuracy expected.
Essential Functions, Duties and Responsibilities
Processes payroll for all employee earnings based on submitted hours balanced by departments and processes the bi-weekly payroll interface to the general ledger. Ensures payroll process conforms to City policies and procedures as well as all state and federal laws and regulations.
Processes monthly pension payroll for the City-s defined benefit pension plan. Ensures payroll processes conform to City policies and procedures as well as all state and federal laws and regulations.
Trains new employees on the City-s procedures, rules and regulations related to payroll. Works with employees concerning special payroll situations. Provides training and support to departmental staff for payroll functions related to hours- entries and edits in eTime.
At year end, reconciles W-2s & 1099Rs. Processes any necessary year-end reports.
Processes payroll benefit payments to outside agencies such as KPERS. Ensures everything is accurate and completed on time.
Verifies and approves employee direct deposit and tax changes.
Posts all payments to the City's financial system. Prepares journal entries and reconciles account balances.
Responds to external requests for personnel verifications and legal filings.
Assists in the preparation of audit schedules and annual comprehensive annual financial report (ACFR).
Trained as backup support for other Finance positions.
Compensation & Qualifications
Payroll Administrator: Hiring range is from $26.76 to $31.02 dependent on qualifications and directly related experience.
Minimum: Bachelor's degree in accounting or finance; 1-2 years accounting experience, including general accounting and payroll OR any combination of education and experience that provides the requisite knowledge, skills and abilities to perform the essential functions of the position.
Desired: Experience in governmental accounting and ADP payroll processing
Senior Payroll Administrator: Hiring range is from $31.65 to $36.69 dependent on qualifications and directly related experience.
Minimum: Bachelor's degree in business, accounting, finance, or related field; 4-5 years increasingly responsible accounting experience including general accounting and payroll OR any combination of education and experience that provides the requisite knowledge, skills and abilities to perform the essential functions of the position.
Desired: Experience in governmental accounting and ADP payroll processing
Environmental and Physical Factors
Work is performed in a standard office environment. This is physically sedentary work requiring the ability to sit for prolonged periods and visual acuity to review alpha/numeric data.
