Primary Objectives of Position: The YouthBuild Program Manager is responsible for ensuring the day-to-day programmatic operations of YouthBuild KCK are conducted with optimum efficiency and in a results-oriented manner, providing leadership for all programmatic operations, excluding construction training. The Program Manager has responsibility for all enrollment and case management activities, to include but not limited to ensuring definitive eligibility determinations, case files creation, maintenance and compliance, and data integrity; and supports the success of all YouthBuild Trainees to ensure optimal program outcomes. The Program Manager also supervises select YBKCK program service delivery personnel.


+ Supervise daily staff activities to ensure effective and efficient services are provided to YouthBuild Trainees.


+ Screen, verify and validate eligibility documentation for all candidates entering the program.


+ Coordinate management of all programmatic data including Trainee case files, Department of Labor Case Management System (MIS) data entry, and comprehensive and accurate case notes; maintain and manage data input into other systems as required, including AmeriCorps eGrants, YouthBuild USA DYB, DCTAT, MentorCore, and KansasWorks. Maintain accurate, comprehensive and confidential of Trainee personal information.


+ Verify the authenticity of all documentation that is reported to the US Department of Labor.


+ Understand the characteristics and life complexities of YouthBuild KCK’s participant demographic and as a part of the full team, be available to Trainees at any time for extenuating and/or emergency situations that will likely arise several times over a program year.


+ Provide coaching, management and supervision for assigned direct reports.


+ Make programmatic decisions that benefit YouthBuild Trainees, to include collaboration with and coenrollment into system partner programs and services based on participant needs and goals.


+ Monitor and oversee data in all YouthBuild data reporting systems (MIS, DYB, MentorCore, DCTAT, eGrants, KansasWorks, etc.) to ensure full compliance with applicable reporting procedures and requirements.


+ Work closely with leadership team to ensure full budgetary compliance with WIOA and other grant funding.


+ Oversee the administration and implementation of supplemental grants as may be awarded.


+ Ensure WIOA YouthBuild performance measures are exceeded and evaluate performance outcomes quarterly.


+ Prepare and present activity reports for the Project Director, YouthBuild KCK Advisory Board, Workforce Partnership Board of Directors, and key partners and stakeholders as directed.


+ Other Duties as assigned to meet company and organizational goals and objectives.

Education and/or Experience


+ Experience working with diverse groups of at-risk young adults from historically socioeconomically disadvantaged families/communities, and across ethnic and racial backgrounds.


+ Must be able to maintain a high level of confidentiality and serve as a role model.


+ Demonstrated depen dability, maturity and initiative.


+ Excellent communication skills, both oral and written.


+ Must possess or be able to obtain a Class B Contractor’s License in both Kansas and Missouri


+ Proficient in Microsoft Office (including Microsoft Word, Excel, Access, PowerPoint and Publisher), and Adobe Suite software. Experience with reporting databases/MIS preferred.


+ Experience working with and coaching at-risk young adults from diverse populations and across differing socioeconomic, ethnic and racial backgrounds.


+ Must be able to maintain a high level of confidentiality and serve as a role model.


+ Demonstrated dependability, maturity and initiative.


+ Ability to handle crisis situations with minimal supervision.


+ Ability to interpret technical and regulatory language from Federal, State, or local sources.


+ Ability to work autonomously and as an integral part of a team.


+ Demonstrate genuine concern and respect for diverse cultures and populations served by YBKCK, always acting with tact and respect for participants’ backgrounds.


+ Ability to speak in public to promote the work of the program.
