POSITION SUMMARY
Under the supervisions of the Lincoln County Appraiser, the Assistant Appraiser is a non-exempt position under FLSA. This employee performs skilled work and handles various job responsibilities, assisting with the discovery, listing and appraisal of all classes of property, collecting and calculating data relevant to the classification and valuation of property in compliance with all laws and regulations. This employee should possess excellent attention to detail, organizational, communication, and public relation skills.
ESSENTIAL FUNCTIONS
Works with citizens, municipalities and state agencies regarding discovery, listing and appraising all taxable property as defined by K.S.A. 79-503, et seq. and other related statues and administrative policies;
Compiles and maintains historical data for projections, evaluations and reports as required by county, state, and federal agencies;
Reports any discrepancies and changes which affect the valuation of property;
Assists in the maintenance and modification of information complied by Orion;
Generates and transfers information to appropriate departments for tax generation;
Receives and files department documents;
Identified and locates property parcel from subdivision plats, maps and legal descriptions.
Visits properties to verify accuracy of records.
Measures the perimeter of structures, draws sketched and computes the area in a square foot basis, and the perimeter of structural improvements.
Identifies structural features of buildings and determines types of construction
Interviews owner, tenant and/or agent to obtain information
Measures and estimates when project will be completed
Communicates with public to obtain information for appraisal purposes
Identifies property uses.
Responds to questions and complaints from citizens;
Follows all department policies and procedures.
MARGINAL FUNCTIONS
Participates in training and educational sessions as required;
Performs general office duties for department;
Assists various departmental employees with projects;
Performs other duties as deemed necessary or as assigned.

Position Requirements
EXPERIENCE: Lincoln County is willing to train employees. Employees are expected to acquire the necessary information and skills to perform the job reasonably well within six months of employment.
EDUCATION: A high school diploma or GED is required. This employee is required to have a valid Kansas Drivers License. This individual will be required to attend training to become a Certified/ Licensed Appraiser.
TECHNICAL SKILLS: Knowledge of all laws relating to valuation and assignment of all classes of property, and mathematics is preferred. The ability to operate computers and computer software including ORION, telephone, printers, and other office equipment is necessary for this position. Employee must have the ability to read and interpret legal descriptions, manuals, reports and maps, and other follow instructions. This employee must possess a strong command of the English language and have the ability to communicate effectively. This employee must have excellent organizational and public relation skills. This employee is required to be detail oriented and exhibit a high level of accuracy when recording data.
PROBLEM SOLVING: Some problem solving exists in this position. Problems that this employee may encounter include correctly and courteously answering inq ires made directly by the general public in the office or by telephone.
DECISION MAKING: Independent decision-making is a factor in this position. This employee makes decisions regarding resolving citizens concerns and performing daily duties in the most efficient manner.
SUPERVISION: This position acts under the direct supervision of the County Appraiser. This employee does not provide supervision over subordinate personnel.
FINANCIAL ACCOUNTABILITY: This employee is responsible for county equipment and resources. This employee does not participate in the annual departmental budget process.
PERSONAL RELATIONS: Daily contact with the general public, other employees and supervisory personnel is expected. Courteous treatment and consideration of others is required.
WORKING CONDITIONS: Adverse working conditions may exist in this position. Working outside in all types of weather. Working in an office setting with a computer and other office equipment.. There can be occasional confrontation with unhappy and/or confused members of the public.
PHYSICAL REQUIREMENTS: Physical activity associated with working in an office setting and working out doors with some lifting an
