Los Alamos National Laboratory Occupational Safety & Health Division Leader (ESH Manager 6) in Los Alamos, New Mexico
What You Will Do
The Associate Laboratory Director for Environment, Safety, Health, and Quality (ALDESHQ) is looking for a dynamic and innovative leader to take on the Division Leader position for the Occupational Safety and Health Division (OSH-DO) at Los Alamos National Laboratory (LANL). Demonstrating how we do work is as important as what we do, this leader is responsible for the implementation of institution's safety and health policies. OSH-DO develops, maintains, and implements the Safety and Health Management System (MS) which includes 6 subsystems and 40 plus policies. The MS subsystems include Hazardous Energy Controls, Industrial Hygiene, Material Handling, Construction Safety, Institutional Safety, and Explosives safety and all the associated policies, systems, and databases. Responsibilities include leading of more than 150 employees and management of a $30M budget through high level technical, programmatic, and leadership capabilities. It is critical for this position to partner with Laboratory leadership and understand the program needs to enable LANL missions.

Minimum Job Requirements:
Leadership:
Demonstrated experience managing large technical organizations, including the management of personnel and budget. Proven record of leading an organization in strategic planning, operational planning, and execution of projects and deliverables. Demonstrated knowledge of employee developmental skills, including mentoring, team building, and resolving conflicts.
Technical Experience:
Record of effective technical leadership that emphasizes strategic and tactical planning, team building, program development, and employee development tools. Expert-level knowledge of common and unique work hazards, occupational safety practices, operating configuration, and lock-out/tag-out policies and procedures. Expert-level ability to understand and interpret various complex physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
Customer Focus:
Proven high-level experience and demonstrated skill in conducting research, investigating alternative solutions and recommended solutions on problems affecting programs and administration. Demonstrated experience prioritizing workplace safety by proactively understanding employee and stakeholder needs, implementing effective safety programs, and fostering a culture of continuous improvement to ensure compliance, well-being, and operational excellence.
Communication:
Demonstrated outstanding communications skills and interactions with internal customers, Laboratory organizations, management, clients (DOE, NNSA), regulators, industry, neighbors, and other stakeholders. Expert level ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
Education:
Position requires a Bachelor's Degree from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Experience with review and incorporation of standards and regulatory requirements originated by the Department of Energy (DOE), Occupational Safety and Health Administration (OSHA), United States Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), Department of Transportation (DOT), and state agencies.
Expert-level preparation of responses to regulatory agency requests.
Expert-level knowledge of Laboratory organizational structure, technical areas, and facilities.
Related Certification, including ACGIH (American Conference of Governmental Industrial Hygienists).
A graduate-level degree is preferred.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
