Agricultural Research Service Project Manager in Manhattan, Kansas
This position is located with the Agricultural Research Service, National Bio and Agro-Defense Facility in Manhattan, KS. The incumbent uses project schedules to plan and execute transition of long-range programs/projects of significant national interest. This is a term, time-limited appointment with an initial duration no less than 13 months and can be extended up to a total of 4 years.
Uses an integrated master schedule (IMS) to plan and execute transition of a long-range programs/projects of significant national interest.
Utilizes scheduling software, Primavera P6, an Oracle database based software, which supports IMS.
Monitors implementation of strategic plans, and ensures coordination and integration of other data in support of budget formulation, contract oversight, IT planning, and human capital with the long-range strategic planning process.
Develops fact sheets, digital content, and other communication materials to be distributed internally through various mediums in dealing with external communications.

For this position, specialized experience is experience participating in strategic planning activities in a research setting; presenting reports to internal and external stakeholders; and operating project management software in support of a research study. At The GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading strategic planning activities in an agricultural research setting; presenting reports to internal and external stakeholders; and operating project management software and tools in support of a research study. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
