This National Guard position is for a CIVIL ENGINEER, Position Description Number D2115000 and is part of the KS 184 Intelligence Wing, McConnell AFB, Wichita, KS, Kansas Air National Guard.

Responsibilities

As a CIVIL ENGINEER GS-0819-12, you will manage complex, highly technical environmental management and protection programs. Serve as the installation's expert on DoD, AF, ANG, EPA state specific environmental laws and regulations. Environmental Management duties and responsibilities include, but not limited to: (1) Hazardous Waste Management; (2) Storm Water Management and Control; (3) Air Quality; (4) Water Quality; (5) Pollution Prevention; (6) Green Procurement; (7) Environmental Restoration Program (ERP); (8) Cultural and Natural Resources Management; (9) Spill Prevention and Response; (10) Environmental Management System; (11) Environmental Impact Analysis Program (EIAP) Management; and (12) Qualified Recycling Program Management. Manage the Planning, Programming, Budget and Execution (PPB&E;) of the installation's environmental quality (EQ) program. Budgetary responsibilities may include working with Defense Logistics Agency (DLA) Energy and Environment for recurring environmental costs related to DLA owned fuel systems. Provide financial analysis and planning for Environmental resource requirements, to include planning, programming and execution. Plan, budget, and report environmental financial data regarding environmental programs through financial databases. Prepare and guide implementation of environmental program plans. Environmental program includes, but are not limited to (1) Spill Prevention Control and Countermeasures (SPCC) Plan; (2) Storm Water Pollution Prevention Plan (SWPPP); (3) Hazardous Waste Management Plan (HWMP); (4) Air Emissions Inventory (AEI); (5) Green Procurement Plan (GPP); (6) Integrated Pest Management Plan; (7) Refrigerant Management Plan; (8) Cultural or Natural Resources Management Plans; (9) Environmental Management System (EMS) Plans; and (10) Integrated Solid Waste Management Plan. Serve as an active member of the installation Design Working Group (DWG) and/or Facilities Utilization Board (FUB) accomplishing short and long range planning in conjunction with Civil Engineering for future military construction and renovation projects. Responsible for ensuring all necessary environmental permits for construction projects are obtained and necessary plans developed and implemented. In accordance with the Environmental Impact Analysis Process (EIAP) statutory requirements, the incumbent is responsible for evaluating the environmental impact of construction and renovation projects. Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: O1 through O4 this is a Commissioning Opportunity **For enlisted members you MUST have already completed the AFOQT with minimum Verbal score of 15 and Quantitative score of 10.

Compatible Military Assignments: 32E3G * Member will be required to be cross trained into 32E3G AFSC.

GENERAL EXPERIENCE: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

SPECIALIZED EXPERIENCE:Must have at least 1 year of experience equivalent to at least the next lower grade.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
