Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number GS-0501-07 D2515P01 career ladder to GS-0501-09 D2514P01 and is part of the KS 184 Intelligence Wing, National Guard. Responsibilities As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07/09/11, you will perform duties such as: GS 07: Serves as the Financial Management Analyst, performing developmental assignments leading to the full performance D2514P01-FINANCIAL MANAGEMENT ANALYST-GS-0501-09. All training must be completed and regulatory requirements met prior to non-competitive promotion. GS 09: Plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs. Requirements Conditions of Employment Qualifications Military Grades: E1 through E5 Compatible Military Assignments: 6F051 *Must be willing able to cross train into AFSC GENERAL EXPERIENCE: Must have the following knowledge, skills, or abilities: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats SPECIALIZED EXPERIENCE: GS-07: Must have 1 year equivalent to at least next lower grade level (GS-6). Must have a basic knowledge of program analysis and practices, policies, functions, accounting, budgeting and resource management practices, methods and procedures. Basic knowledge of budget and accounting regulations, laws, directives, ledgers, and journals. Knowledge of business, financial and management principles and practices sufficient to assist in the administration of stakeholder organizations, budget and accounting methods and controls. Knowledge and skill in audit and internal control program to identify problem areas and determine the action required to improve operating program effectiveness and prevent waste, fraud and abuse. Knowledge of multi-organizational missions and functions, administrative regulations and operating procedures and program goals as they relate to the Organization. Knowledge of all major administrative support functions, such as supply, manpower management, budget, procurement, and personnel necessary for the day-to-day operation of organization. Knowledge and ability to present information orally and in writing to develop reports with recommendations to improve effectiveness and efficiency of work operations. Knowledge and ability to apply fact finding and investigative and evaluative techniques to issues related to the management of subordinate organizations. Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. GS-9: Must have 1 year equivalent to at least next lower grade level (GS-7). Working knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Working knowledge of any of the following: the Defense Joint Military Pay Systems (DJMS) both active and reserve, Defense Travel System (DTS), MyPay, Defense Civilian Pay System (DCPS), Defense Enterprise and Accounting Management System (DEAMS), Defense Military Pay Office System (DMO), Automated Business Services System (ABSS), Air National Guard Reserve Orders Writing System (AROWS), Automated Time and Attendance Production System (ATAAPS), General Accounting Finance System (GAFS), Reserve Travel System (RTS), Defense Transaction Interface Module Systems (DTIMS), Wide Area Workflow (WAWF), Purchase Card Online System (PCOLS) and other financial systems as applicable. In order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay). Ability to apply fact-finding and investigative techniques to perform studies and analysis of data and the ability to research and analyze directive and regulations to assess their impact on current and planned operational initiatives. Skill in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of the general ledger to include accounts payable, accounts receivable, cash, and other accounts in support of various regulatory financial reports. A understanding of Financial Management rules and operating procedures, for example: knowledge of theories, regulations, current/revised guidance, management practices and policies regarding all facets of the financial program in order to provide feasible recommendations/advice to assist management officials in the decision-making process. Knowledge of regulations, principles, higher HQ directives and guidance pertaining to determination of financial requirements using a variety of methods. Knowledge of and skill in analytical reasoning and the ability to apply that skill to the identification, analysis and resolution of financial challenges. Must possess communication skills, show ability to convey thoughts and ideas both orally and in writing, and present a positive, professional image. Must be able to deal with sensitive issues involving Airmen, Civilians and Vendors. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Education Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
