Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (NETWORK), Position Description Number T5824800 and is part of the KS 184 Intelligence Wing, McConnell, AFB, Wichita, KS, Kansas Air National Guard. Responsibilities As an IT Specialist (Network Services), GS-2210-11, you will monitor all networks infrastructure within the Air National Guard (ANG). This monitoring will ensure proper usage and security of ANG computer networks, and will provide guidance through planning, coordinating, and directing all network functional areas. Work involves planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats. The primary purpose of this position is to perform duties in one or more of the following network services disciplines: infrastructures, messaging, configuration management, and applications specialist. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Basic Requirements This standard allows eligibility through meeting either the requirements specified in the section titled Education OR the General & Specialized requirements specified below. GENERAL EXPERIENCE: : Must have IT-related experience demonstrating each of the four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Must have one year of specialized experience equivalent to the GS-09 level. Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience includes: Comprehensive knowledge of network systems design, development, testing, installation, operating, management, maintenance concepts and methods to provide network services in support of ANG enterprise requirements. Knowledge of methods, techniques, and processes for the integration and optimization of LAN/WAN components, infrastructure requirements, and test/evaluation methods sufficient to install and operate enterprise-wide programs as well as provide technical guidance to others in designing, testing, operating, and maintaining network programs. Comprehensive knowledge of a wide range of information technology methods, techniques and procedures. This includes Air Force, ANG, and commercial off the shelf (COTS) technology using industry standards and an ability to understand the capabilities and limitations of software, utility programs, network management systems and programming aids as they apply to Local and Wide Area Networks with multiple operating system client server configurations. Knowledge in systems documentation, configuration management, and capabilities related to automated information systems, client server applications, testing, integration and cost analysis. Comprehensive knowledge and skill in applying Department of Defense (DOD), Air Force, and National Guard Bureau (NGB) policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc., for the customer. In-depth knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools sufficient to analyze difficult and complex system and customer problems, furnish assistance, and provide a resolution. Knowledge of a wide range of systems analysis and design techniques including data and process modeling, alternative design approaches, configuration management, and computer equipment requirements related to networks sufficient to carry out studies to advise on the merits of proposed applications, designs, and design changes to modify and adapt precedent solutions. Skill in evaluating innovative approaches in formulation of programs or systems specifications. Skill in relating the facets of the work to the overall enterprise network architecture and overall project scope to evaluate new systems to be integrated or converted for compatibility and provide alternative solutions, costs, training concerns, and recommendations for conversion and/or integration. Ability to identify needed network systems modifications, advise on alternative approaches, and to relate all aspects of a project to fulfill a broad range of network and customer requirements and apply innovative approaches in formulation of solutions involving programming or systems specifications. Ability to serve as a team member and to coordinate and document the work of the team. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. Education If you are using Education alone to qualify for this position: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
