Duties
Work as a Shaft and Tunnel Inspector and Concrete Quality Analyst on various projects, overseeing and assessing the work of third-party contractors. Work may be performed in tunnels of varying diameter and depths below the surface of the Earth. Must have enough experience to act independently on the project and follow through on quality assurance. Review schedule updates regarding general construction logic, potential conflicts, and activities or deliveries falling behind schedule. Evaluate contractor proposals of remedial actions to correct schedule problems. Monitor and report on progress of work but seek assistance from professional schedulers on unusual or difficult issues. Provide technical interpretation of construction drawings and specification requirements in conjunction with the project or resident engineer. Lead or assist the resident engineer in the interpretation/clarification process during construction, coordinate responses with project or resident engineer and engineering disciplines, and write responses for project controls assistant. Oversee the review, tracking, and distribution of contractor submittals from site, including coordinating with appropriate design disciplines for technical reviews; alert contractor when necessary submittals are not received ahead of related construction. Interpret contract documents for QA/QC. Lead in evaluating change requests, claims, and cost proposals from contractor, coordinate responses with the project manager, and prepares change orders. Monitor and report on pertinent site conditions when contractor indicates unforeseen subsurface or other changed conditions. Assist with logs and track all issues, proposed changes, change orders, and claims. Manage the administration of project documentation, records, and reporting onsite. Assure that contractor’s as-built records are monitored for accuracy and completeness, collected at end of the project, and forwarded to project engineer. Supervise and perform inspections as appropriate; schedule and witness field testing performed by others, including testing firms and field acceptance testing. Develop project construction punch lists for substantial and final completion. Coordinate and monitor quality assurance for all aspects and discipline onsite for the project. Document field observations. Serve as onsite liaison to owner and contractor. Adhere to safety, quality, and ethical standards in accordance with Division policies, standards, guides, and contractual commitments; and supervises staff compliance. Anticipate potential construction issues, such as dimensional or applicability conflicts, and work proactively with all parties to expedite solutions and mitigate any negative impacts to the project. Review, resolve inaccuracies with contractor, and recommend contractor’s payment requests to owner. Assist with coordination of equipment startup operations and operator training, and may manage these activities when required. Coordinate with project engineer or startup specialists for process startups. Responsible for leading the team of inspectors. May supervise other field staff. Conduct pre-construction, weekly, monthly and special construction meetings, prepare and distribute meeting minutes. No hire / fire authority. Requirements
Requires a minimum of a High School Diploma and ten years of progressive experience in the heavy civil or tunneling industry, three of which must be specific to geology and tunnel construction. Must have experience evaluating environmental factors related to tunnel construction and design. Must have experience working with construction plans and specifications, including project controls and schedules. Must have experience working in heavy construction, utilizing heavy construction materials, equipment, means, and methods. Must have experience working with concrete. Must have experience reading contract drawings and adhering to specifications. Must have experience working with project management information systems including ProCore. Must have experience in construction QA / QC and coordination with design staff. May be required to travel up to 100% of the time for client project work. Must have good written and verbal communications skills in English.
