Job Description Summary

The Building Compliance Officer I is responsible for inspections and evaluations. Performs inspections of structural and nonstructural components of buildings, equipment and systems during new construction, addition, remodeling or improvements to ensure compliance with codes and standards adopted by Miami County. Assignments vary and require knowledge of specific departmental procedures and practices of varying complexity and interpretation. Works under varied levels of supervision.

Job Responsibilities

Duties and Responsibilities:

Inspections:

  • Performs inspections of structural and nonstructural components of buildings for code compliance.
  • Performs inspections of electrical, plumbing, mechanical and HVAC systems of buildings for code compliance.
  • Performs inspections of fire protection and alarm systems of buildings for code compliance.
  • Performs inspections of on-site wastewater systems for code compliance.
  • Conducts site and soil evaluations
  • Assist the sewer plant operator in day to day sewer plant operations

Plan Review:

  • Review of applications related to building permits, wastewater permits, and contractor licenses.
  • Review plans and documents for residential and accessory use buildings to determine compliance with the applicable codes and regulations prior to permits being issued or for plan modifications during construction
  • Review of onsite wastewater system designs to determine compliance with the applicable codes and regulations.

Code Enforcement:

  • Investigate complaints related to building code, zoning, wastewater, property maintenance, dangerous building violations
  • Prepare letters and notices as required.
  • Compile evidence and documents and prepare legal documents to enforce violations in a court of law.
  • Appear and testify in public hearings and court proceedings
  • Responds to complaints and identifies building code violations.

Sewer District Operations:

  • Stays current on KDHE Bulletin 4-2, EPA manuals and the Kansas Environmental Health Handbook.
  • Assist the sewer plant operator with collection of samples for lab analysis.
  • Perform maintenance and operation of county wastewater sewer treatment facilities and collection systems.
  • Assist the sewer operator to perform maintenance and operation of county wastewater sewer treatment facilities and collection systems.

Customer Service:

  • Assist department staff accepting applications, issuing permits and answering questions
  • Communicates orally and in writing with property owners, contractors, design professionals and others on matters related to permit applications and inspections.
  • Generates reports and correspondence to notify permit holders of expiration of permits and temporary certificates of occupancies

Other Duties:

  • Schedules regular maintenance and maintains County vehicle.
  • Other duties as assigned.
