Job Duties

Under the direct supervision of the Deputy County Clerk this position is responsible for customer service, processing records and maintaining records. The County Clerk assigns specific job duties to include elections, voter registrations, tax rolls, permits, licenses, homestead and safe senior preparation, street file maintenance, records maintenance, planning for elections, election worker training and a wide variety of job duties in support in both Election/Clerk divisions. Assists the public in person and by telephone daily. Receive and process applications and payments for services, boat registrations, park permits and fish and game licenses through the Kansas Department of Wildlife and Parks Outdoor Automated Licensing System. Prepare Homestead and Safe Senior Tax Returns for qualified individuals in accordance with the Kansas Department of Revenue (KDOR) guidelines utilizing the KDOR online filing system. Compile, verify and review tax documents, banking and social security information to complete returns in an accurate and timely manner. Process, maintain, distribute and archive deeds and court documents as required by statute. Process, update and maintain tax roll changes and adjustments for real estate, personal property, oil and gas and special assessments through abatements, refunds and added tax transmittals. Record and prepare minutes for County Commission meetings. Processes all voter registrations in the statewide-centralized voterregistration database in accordance with all federal and state laws and regulations to determine whether the applicant meets the constitutional and statutory requirements of a qualified elector in Kansas

MINIMUM QUALIFICATIONS

  1. Must have a High School diploma or the equivalent with some college or vocational school preferred.
  2. Must have experience with general office practices and procedures and be proficient in the operation of a personal computer and Microsoft Office products.
  3. Mustbeableto operatea multi-linephonesystem.
  4. Must have the ability to plan, organize, multi-task, meet deadlines, prioritize, pay attention to detail and maintain accuracy while dealing with constant interruptions.
  5. Must be able to proficiently learn and use statewidevoterregistrationinformation and systems.
  6. Must be highly flexible and adapt to evolving requirements driven by laws, management or administrative changes.
  7. Must have a valid Driver\'s License and be able to provide own transportation.
  8. Experience with cash handling and knowledge of bookkeeping procedures preferred.

DESIRED QUALIFICATIONS/QUALITIES

A successful candidate must be self-motivated, able to work independently. The ability to multi-task, meet deadlines, prioritize, pay attention to detail and maintain accuracy while dealing with constant interruptions is a must. The successful candidate will be required to work overtime during election cycles that may include evening and weekend work and to attend required educational training courses or seminars.

Physical Require ments

Determined Work Level: Level 3Medium Work Exerting 20 to 50 pounds of force occasionally, and/or up to 10 to 25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly. Ability to communicate ideas by means of the spoken work such as giving assignments or directions on the telephone or at the counter. Must have necessary fine and gross manual dexterity to operate computer, telephone, calculator and typewriter.
