Working under the Meadowlark Grant, the main purpose of the Registered Apprenticeship Program Specialist is to develop new Registered Apprenticeship Opportunities inside the state correctional system for correctional officers and Pre-Apprenticeship opportunities for inmates to expand existing Registered Apprenticeship programs in the State of Kansas.

Positions Duties

  • Perform the operation of statewide Registered Apprenticeship Program in accordance with local, state, and federal laws, regulations, policies, guidelines and standards to create RA opportunities in our State correctional system.\ \
  • Promote public awareness of program through presentations and meetings with employers, associations, Local Workforce Development Boards, state agency staff and other interested groups.\ \
  • Coordinate externally with the correctional system, businesses, community colleges and technical schools for implementation of strategic direction and responds to public request for information and assistance.\ \
  • Provide assistance in development of Standards of Apprenticeship for training programs, including on-the-job training outlines, related instruction schedules or customized training curriculum, affirmative action plans and wage progression schedules that meets state and federal Registered Apprenticeship guidelines.\ \
  • Provide consultative services to prospective program sponsors in promotion and development of training programs in Registered Apprenticeship that releasing inmates could move into after completing the Pre-Apprenticeship while inside the correctional system.\ \
  • Carryout registered apprenticeship program business plan that sets forth strategies and benchmarks to provide superior customer service.\ \
  • Work directly with partners and staff to negotiate for the development of high wage opportunities for Kansans, by helping prioritize critical industries and occupations.\ \
  • Market the Registered Apprenticeship program concept to the State Corrections System, employers, employer groups, and community-based organizations, educational institutions, governmental agencies, veterans programs, and the general public.\ \
  • Raise interest and awareness through presentations and direct contact with the State Corrections System and employers.\ \
  • Train local area staff on developing and implementing Registered Apprenticeship programs and integrating apprenticeships into other WIOA programs and services.\ \
  • Attend Career and/or hiring events to promote Registered Apprenticeship and other agency programs.

Administrative Duties

  • Processes Information obtained from various sources into the statewide automated data systems (KANSASWORKS.com) and RAPIDS in accordance with standard procedures, rules and regulations.\ \
  • Document and provide monthly reports to immediate supervisor and RA State Manager on employer and educational outreach.\ \
  • Participate in bi-weekly contact with RA State Manager on employer outreach efforts.\ \
  • Participate in bi-weekly calls with RA Manager and all RA Program Specialists\ \
  • Perform other duties as assigned/allowable within Apprenticeship program.

Consultative Services

  • Extensive contacts with the State Corrections System, employers by telephone or visits on behalf of apprenticeship/ skilled occupations with specific talents or specialized placement services.\ \
  • Provide consultative services to prospective program sponsors in promo ion and development of training programs in Registered Apprenticeship.
