JOB SUMMARY

Job Profile Summary

Manage and provide oversight for employees supporting the integration of integrity work processes in the Pipeline Projects and Maintenance group by planning, implementing and executing Pipeline Integrity programs in conjunction with overall company and department goals. Develop, implement and execute area damage prevention and public education program to ensure compliance with applicable standards, statutes and regulations. Develop, implement and execute the outside forces programs including Depth of Cover, Right of Way maintenance, aerial patrol assessment and One Call programs to ensure integrity of company assets.

This position is also responsible for providing leadership to Company and Contract maintenance and construction personnel engaged in developing and executing Asset Integrity and Damage Prevention Plans and Projects primarily consisting of Company Union Maintenance Crews, Coordinators of Maintenance, and third-party inspection and contractors as required. 

Essential Functions and Responsibilities

  • Manage processes involving efficient and effective utilization of employees and/or contractors, including:

  • providing leadership and development to crew and damage prevention teams

  • maintaining qualified contractor lists & relationships

  • determining the most effective use of crew labor

  • overseeing the OQ and welder qualification plan

  • maintaining accurate application of crew charges, including correspondence with area management teams, accounting dept, initiative and project managers

  • creating and maintaining a safe work environment

  • maintaining inspections, licensing and maintenance of vehicles and equipment in the Vehicle and Driver Certification programs

  • Develop, implement, and execute the Damage Prevention Program by directing assigned personnel to accomplish the task of the DP (Damage Prevention) program as described in the OMS/SIP in conjunction with One Call group. The objective of the program is to maintain asset integrity by establishing a consistent and comprehensive outside forces damage prevention program

  • Work with Asset Integrity Expense Initiative managers in the development of Asset Integrity Plan and budgets.

  • Execution of selected Pipeline Integrity plans and projects through the coordination of the initiative and project managers

  • Build strong relationships with Operations, Initiative/Program Managers, Engineering and other key stakeholders by coordinating meetings, engaging in process development stakeholder work groups

  • Provide area Emergency Response support in applicable Incident Command structures.

Provides leadership and manages or directs subordinate managers/supervisors/high level individual contributors within span of control; coordinates department activities and assignments; ensures quality of the assigned groups' work; evaluates department processes and recommends and coordinates needed changes based on process analysis; makes decisions, solves problems; develops procedures, conducts meetings, manages employee hiring process, provides information to Human Resources regarding job analysis; manages team performance; trains or provides for adequate training for subordinate supervisors; coaches, counsels, and motivates employees; addresses complaints or performance concerns; communicates job and performance expectations; implements corrective action as needed and in consultation with Human Resources; creates an ethical, non-discriminatory, and safe work environment; ensures compliance with Company policies; establishes effective communication lines/methods; manages conflict; accepts resignations; approves paid time off (PTO) and overtime (if applicable) and reviews and approves time sheets; completes mid-year and annual performance appraisals with employees and provides periodic performance feedback throughout the year as needed.

Responsibilities may include Department of Transportation (DOT) covered functions, including operations, maintenance, or emergency response on a pipeline. Job duties also require the employee to be alert and respond immediately to dangerous or hazardous conditions, and where impaired performance, or failure to follow safety precautions, could result in serious injury or property damage.

Education

  • High school diploma required

  • Associates degree or higher preferred

Work Experience

  • At least 5 - 8 years' work experience in pipeline maintenance and operations

Knowledge, Skills and Abilities

  • Knowledge of: applicable OSHA/PSM, Industry Standards, Governmental and Environmental regulations and documentation requirements

  • Ability to: successfully interact, negotiate, advise and communicate effectively

  • Ability to: read and understand governmental regulations, references, journals, construction plans, blueprints, contracts, manuals, reports, specifications and correspondence and the use of that knowledge to develop and complete projects

  • Ability to: supervise, direct and/or delegate work assignments. Knowledge of personnel policies and procedures

  • Ability to: communicate and/or exchange information; conduct oral presentations

  • Ability to: operate office tools and equipment required

Expected Salary Range

$135,000.00 - $203,000.00
