Reporting directly to the Commission, this is a full-time, executive level position with competitive benefits and starting salary of $90,000.00 commensurate with experience and qualifications. Applications will be accepted until the position is filled.The Kansas Corporation Commission (KCC) is a multi-faceted state agency responsible for regulating public utilities including electric, natural gas, telecommunication and water companies as well as motor carriers, oil and gas pipelines and oil and gas natural production. The Commission's headquarters is in Topeka with the central Conservation office in Wichita and four Conservation district offices located in Chanute, Dodge City, Hays and Wichita.The CIO manages a staff of 12 employees with responsibility for network administration, application development, security and technology support. The Department operates in a Windows and Linux environment with Oracle and SQL servers. The agency utilizes a number of internally developed industry-specific programs plus a customized docket management system. The Department manages the data and voice communications systems of six office locations and coordinates live broadcasts of public hearings and other events.Duties of the Position:The CIO is responsible for the overall development and maintenance of the Commission's technology and information resources. The CIO performs a variety of complex administrative, supervisory and management functions in directing the information technology needs of the Commission. The CIO's duties encompass all information technology functions, including information processing, software, electronic records, mobile devices, networking and security. This position serves as a member of the management team, participating in major decisions. Responsibilities include:Providing the leadership and vision for IT strategic and tactical planning, prioritize initiatives, and managing all IT systems and resources to assure continued high-quality services.Providing the technical leadership necessary for the successful completion of software development projects;Producing internal and external reports on IT operations and projects in a timely manner;Coordinating IT activities with other KCC departments and state agencies as needed;Developing standards and guidelines to ensure the Commission's compliance with statewide information technology requirements;Acquiring, implementing, managing and operating all computer hardware, software, and networking systems;Current knowledge of IT trends, issues, technologies and pricing;Effectively managing all IT staff;Ensuring the security of all IT hardware and software, web based systems, data networking, and voice communication systems.Formulating the IT budget in cooperation with other agency officials and department heads; ensuring assigned areas of responsibility are performed within budget.Negotiating and evaluating all contracts for computer and communication technology hardware, software, and services.*Education RequiredGraduation from an accredited four-year college or university with a Bachelor's degree in information technology, management information services, computer science or a closely related field.
