ICF Consulting Group, Inc. Child Welfare Specialist – Fiscal- Remote in Topeka, Kansas

ICF is Seeking a Child Welfare Specialist who will be responsible for providing technical assistance, facilitation, and training on child welfare projects within the Child Welfare and Education Line of Business. This position will be the primary contact to assigned jurisdictions and provide direct service to jurisdictions to state, regional, and local level child welfare contracts. The successful candidate will have a broad understanding of the funding streams for the public child welfare service continuum and how these fund sources support child welfare policy and practice issues as well as implementation expertise, collaboration, and project management.

Key Responsibilities:

  • Be the primary contact for jurisdictions to manage the project with the client.

  • Provide project management for the project including modifying project timeframes and working with the project team to meet project goals.

  • Establish a “shoulder-to-shoulder” working relationship with the client.

  • Communicate with client project staff about service delivery to help achieve the goals of the project to which they are assigned.

  • Develop relationships with other partners providing services as indicated by the project scope and goals.

  • Maintain fiscal expert knowledge central to the focus of project including eligibility, braided and blended funding, and cost-benefit analysis.

  • Maintain contextual information to support the project and to be used to inform any providers of service who are working on the project including developing time studies, cost allocation plans, and fiscal analysis.

  • Provide direct consultation to the client in the completion of the fiscal activities outlined on the scope for the project.

  • Convene and facilitate project meetings to build fiscal capacity including process of claiming, maximization of funds, tracking and invoicing to identify the level of effort for service delivery.

  • Work collaboratively with the client to determine readiness for implementation and to develop individual site implementation plans based upon a site readiness.

  • Lead the installation of projects following a change and implementation model including piloting the practice, analyzing lessons learned, and then scaling up the practice to additional sites.

  • Create and provide training associated with the implementation of practice models.

  • Create and provide training associated with the implementation of an enhanced fiscal infrastructure.

  • Develop tools, protocols, and templates to support the implementation of an enhanced fiscal infrastructure.

  • Travel to assigned jurisdictions as needed depending on needs of the project.

  • Other duties as assigned in accordance with workload and priorities.

    Basic Qualifications

  • Bachelor’s degree in social work, public administration, or related field.

  • 10+ years professional work experience with at least 10+ years of experience training/technical assistance provision in a human services field, preferably with a child welfare fiscal oversite.

  • Demonstrated project management expertise

  • Expert understanding of Title IV-E funding across maintenance/services, administration, and training.

  • Demonstrated consultative experience, including experience applying research-informed frameworks and strategies for capacity building and implementation.

  • Ability to build and maintain strong stakeholder relationships for child welfare projects.

  • Demonstrated ability to create infrastructure and achieve deliverables.

  • Knowledge of a change management process

    Preferred Skills:

  • Master’s degree in social work, public administration, or related field.

  • Experience with data-driven decision making.

  • Experience implementing a broad scale project in a public service system.

  • Project Management Professional or similar certification.

  • Knowledge of the following:

  • Family First Prevention Services Act (FFPSA)

  • Child and Family Services Plans

  • Child and Family Services Review (CFSR) process

  • Strong analytical, problem-solving, and decision-making capabilities.

  • Ability to multi-task and maintain high-quality results in a fast-paced environment.

  • Demonstrated, outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact and diplomacy.

  • Proficient with MS office applications (i.e., Word, Excel, Teams, and PowerPoint).

  • Experience with training, curriculum development, and facilitation.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :

$75,157.00 - $127,767.00
