The Employment & Training Specialist will provide pre-release and post-release services to assist individuals currently\ incarcerated in a state, county, or local facility. Pre-release services are provided between 20 to 180 days prior to release and\ will prepare individuals for the return to their communities. Pre-release services include job preparation, developing individual\ development plans which identify barriers to employment and re-entry, career exploration and planning, and assistance with\ linking inmates to the resources required to help them transition back to their communities. Post-release services can include all\ services available through the Local Area II Workforce Centers, up to and including training services such as classroom training\ and on-the-job training.\ The Pathway Home Program seeks to break the cycle of recidivism by linking participants to the workforce system early while\ still in the institution and then immediately upon reentry into the community, reducing the gaps in service delivery, and\ increasing access to re-entry services. This position requires skill in collaborative, innovative, motivational, case management\ strategies and must utilize the resources of the workforce development community and partner agencies to enhance the\ efficiency and effectiveness of the workforce development system in Local Area II Northeast Kansas. This position will be\ located at the Topeka Workforce Center.

ESSENTIAL DUTIES AND RESPONSIBILITIES\ Provide case management services to individuals who are within 20-180 days of their discharge from an institutional\ partner.\ Maintain a caseload averaging forty active customers, adult participants in a re-entry setting.\ Meet with participants at regularly scheduled intervals, in the institution or virtually, depending on their individual\ needs.\ Develop person-centered individual development plans, with an emphasis on employment, for all participants which, at\ a minimum, identify participant strengths, skills, needs assessment, and barriers to re-entry and employment.\ Oversees career counseling and/or enrollment process for released individuals needing employment classroom training\ and on-the-job training related funding sources. Attempts to help released individuals to reach their employment goals\ in the most efficient manner possible.\ Enrolls appropriate candidates, completes paperwork and electronic processes. May establish an individual service plan\ and arrange for training services. May assist released individuals with using various paper or electronic job seeking,\ career exploration, assessment and testing tools. Administer skills assessments tools and any other examinations.\ Conduct soft-skills development sessions on resume writing, interview skills, dress for success, workforce readiness,\ etc. as determined by the participants employment plan.\ Track service outcomes and payment information into electronic systems. Review development plans on a regular\ basis, and adjust, as necessary.\ Coordinate with other internal staff and internal/external partners for participant training in specific skills area through\ an outside partner agency or educational institutions to provide occupational skills training pre-release, when\ applicable.\ Identify and make referrals, as appropriate, to resources who will help address identified barriers to re-entry, including\ resources that address housing, healthcare, behavioral health, food insecurity, legal services, etc.\ Facilitate co-enrollment in other appropriate Local Area II Workforce Center programs and partner agencies during\ discharge planning.\ Assist participants in obtaining documents for hire post-release, such as identification, birth certificate, social security\ card, etc.\ Have an awarene s of job leads in the service area which are willing to employ individuals with criminal histories, and\ assist with job development, as needed, utilizing assistance from Workforce Center Business Service Team Members as\ appropriate.\ Prepare enrolled participants for job placements once they are interview-ready and nearing their release.\ Document all customer contact and progress, including time and date, type of contact, outcome, and plan of action.\ Provide regular follow-up once an individual exits the institution, including skill building, occupational skills training at\ an approved program, apprenticeships, or credential attainment, etc. as determined by the individuals development\ plan.\ Provide regular updates to the Topeka Workforce Center team and Heartland Works, Inc. Leadership.\ Other related duties and responsibilities as assigned.\ Supervisory Responsibilities:\ This job has no supervisory responsibilities.
