Salary and Benefits:                  $ 115,000 to $ 130,000 based on experience

The Kansas Judicial Council is an independent agency in the Judicial Branch, separate from the Kansas court system and established in 1927 under K.S.A 20-2201 et. seq.

The Kansas Judicial Council seeks skilled legal analyst with exceptional leadership skills.

This is highly responsible executive and professional work directing all aspects of the Kansas Judicial Council, including human, financial, physical, and information resources to accomplish the agency mission. 

Work involves responsibility for planning, organizing, directing, and monitoring Judicial Council activities.  Work is performed with substantial latitude for independent judgement under the general supervision of the Judicial Council through reports, conferences, and on the basis of results achieved. 

Job duties: 

  • Performs administrative and supervisory functions for Judicial Council.  Employs and sets salaries for staff needed for performance of duties within the scope of job positions and descriptions approved by the Judicial Council. 

  • Assigns and supervises employees in professional, administrative, and clerical functions and evaluates the effectiveness of the employees and the administrative structure.

  • Responsible for general office management functions.

  • Responsible for developing the agency budget and advocating for that budget to the legislature. 

  • Responsible for managing the financial affairs of the agency, including monitoring of expenditures.

  • Identifies and recommends policy issues involving administration of the judicia system for consideration by the Judicial Council. 

  • Determines the methods and means to execute assigned research studies; identifies sources of information and relevant data and research existing literature on questions to be analyzed.

  • Meets with Judicial Council, standing committees of the Council or special committees of the Council as needed; prepares minutes of meetings, prepares research, reports and drafts for submission to appropriate committee. 

  • Keeps abreast of law trends to effectively staff committees.

  • Prepares draft language for statutory changes; works with the Revisor of Statutes Office in reviewing and analyzing proposed statutory language.

  • Testifies before legislative committees concerning results of research studies or arranges for committee members to testify.

  • Maintains records of studies and other committee work.

  • Reviews and edits publications prepared by the Judicial Council drafting committees, examines publications for content and style, checks citations for accuracy, and confers with authors and committee chairs to resolve discrepancies. 

  • Initiates and supervises printing that is required.  Obtains copyrights in published volumes and supplements and monitors possible infringement of copyrights.

  • Negotiates and oversees implementation and performance of contracts for inclusion of Judicial Council publications in subscription-based legal research databases. 

  • Responsible for decisions relating to design, content, and updating of the Judicial Council website. 

  • Cooperates with the Supreme Court, Court of Appeals, District Courts, Office of Judicial Administration, Legislature, government agencies, trade and professional organizations, and the public in efforts to undertake actions that improve the administration of justice. 

  • Serves as liaison with justices, judges, attorneys, legislators, other government agencies, trade and professional organizations, and the public.

  • Preforms related work as required.

Required education and experience:  Graduation from accredited college or university supplemented by graduate degree in law from and accredited law school.  Preferred experience: 3-5 years responsible professional experience in law, judicial or legislative research, court administration, or closely related experience. 

Knowledge, Skills, and Abilities: 

  • Knowledge of the organization, functions, and responsibilities of the court, the various procedural and substantive codes, research procedures and techniques, the interrelationship between legislative and judicial branches of government and statutory language. 

  • Knowledge of the organization, functions, and responsibilities of the legislature.

  • Ability to analyze and to identify substantive policy questions, express ideas on technical subjects clearly and concisely, orally and in writing, and work effectively with justices, judges, attorneys, legislators, representatives of government agencies, representatives of trade and professional organizations and the public.  

  • Skill in representing the Judicial Council before legislative groups and in public hearings. 

  • Demonstrated success with interpersonal skills needed to develop and maintain effective working relationships with judges, other officials, employees, outside agencies businesses, and the general public. 

  • Ability to organize and lead meetings of employees, judges, agency employees, statewide interest groups and other stakeholders, and to make oral presentations before judges, other officials, employees, and others.

  • Ability to prioritize work, work independently without daily direct supervision, and manage a variety of projects simultaneously in a high-pressure atmosphere.
