Cleo is looking for an HR Compliance and Payroll Specialist to perform a variety of support activities in the administration of the Human Resources function. Qualified applicants should showcase outstanding analytical and communication skills while being a conceptual thinker with fantastic organizational and conflict management skills.
Activities include HR specific regulatory compliance, audits, planning and record-keeping support, and payroll processing. This position will provide support to the company and employees on a variety of HR compliance and payroll issues. The HR Compliance and Payroll Specialist requires a considerable degree of tact, initiative, confidentiality, and discretion. To ensure success, the HR Compliance and Payroll Specialist should also exhibit strong decision-making skills with a deep understanding of employer-and- employee relationships.

What you will be doing
Compliance - 60 % of your time:
Act as subject matter expert in HR compliance, practices, and laws; primarily federal/state/local labor laws and audits.
Maintain records and prepare documents necessary for HR compliance.
Assist with periodic compliance training to associates/managers regarding HR policies, practices, and laws.
Partners with appropriate parties to report and correct any compliance concerns in a timely fashion.
Develop risk assessment on the Compliance Programs.
Participate in third party / Government reviews, audits and inquiries, working in conjunction with the appropriate departments.
Compile information for any third-party requests for information (ie. vendor contracts, customer contracts, government contracts, etc).
Lead the quality improvement process and the continuous improvement of HR compliance and payroll processing.
Provide counsel to the HR team on document and personnel compliance for all current and future employees.
May be tasked with special projects adjacent to compliance and payroll.
Payroll - 40 % of your time:
Process payroll for Bi-weekly employees for exempt and non-exempt employees.
This will include payroll records, benefit statements (i.e. 401k, matching, medical premiums, etc).
Enters employee in the payroll system and establishes personnel file.
Maintains human resources records by recording new hires, transfers, terminations, changes in job classifications, merit increases; tracking paid time off.
Manage tax and withholding records and deductions for all federal, state, local or other corporate taxes that affect payroll amounts.
Manage workflow from HR to Payroll to ensure all payroll transactions are processed accurately and timely (HRIS and manual transactions).
Process accurate and timely quarterly and year-end reporting when necessary (W-2, W-2c, 1095).
Understand proper taxation of earning and deductions types (bonus, advances, severances, etc.)
Assist employees on payroll and payroll system related questions including but not limited to updating direct deposit, personal information and W-4
Bachelor’s degree in HR, Accounting, Finance or relevant field.
Minimum of three years of experience working with Public Works Labor Compliance Programs and/or Project Labor Agreements.
2-3 years' experience in processing multi-state payroll is preferred, but open to someone interested in learning payroll.
Must have experience with prevailing wage enforcement, analysis, and auditing skills.
Ability to research, interpret and provide action items for existing and new state, federal and industry guidelines.
Strong knowledge of Microsoft Suite especially Excel capabilities ie. knowledge of lookups and pivot tables
Must have excellent oral and written communication skills and be able to report up to various levels of management
Demonstrated knowledge of HR compliance practices in the US, software industry compliance knowledge and experience is a plus
Experience implementing or assisting with the implementation of new HR compliance procedures within internal and external departments
Ability to be self-directed yet to be informative in a timely fashion
