Regulatory Affairs Specialist

Work independently and collaboratively with various collaborators to lead the design and implementation of data collection and data management systems supporting Hill’s responsibility for the USDA Animal and Plant Health Inspection Service (APHIS) compliance process. Prepare and lead regulatory and facility listing documentation ensuring adherence with all relevant regulations during the development, manufacture, and export of Hill’s Pet Nutrition products. Develop a strong understanding of our supply chain to provide expertise and advise on APHIS requirements, processes related to exporting pet food. Support various regulatory-related activities, including international and domestic regulatory submissions, regulatory intelligence gathering, ingredient supplier compliance, import/export processes, and activities within the regulatory product life cycle as the need arises.

Principal Duties and Responsibilities

  • SAP and Information Systems: Apply conceptual knowledge of business processes, systems, and technology to resolve issues, define, and improve upon the systems and tools used to handle the Hill’s APHIS process. Develop and provide training to all users as digital systems used within the APHIS process evolve. Develop proficiency in other relevant information systems as required Including Smartsheet.

  • Regulatory Subject Matter Expert: Serve as Regulatory representative for APHIS compliance. Assemble and help communicate information relative to inspection requirements, timing, regulation changes, and current go to market activities with their implications to existing approvals. Raise critical issues, identify root causes, and propose alternative solutions. Lead in the development, communication, and execution of digital solutions to further support timely APHIS approvals.

  • Regulatory Process Support: Capture and maintain regulatory files, electronic databases and develop SOP’s (Standard Operating Procedures), Work Instructions and Regulatory Points Of View (POV) in order to maintain standardization for regulatory APHIS processes and guidance. Develop site/supplier specific tracking/ reporting for key APHIS activities. Develop expertise for both External and Internal programs supporting APHIS product and facility listings.

  • Regulatory Intelligence and Troubleshooting: Develop industry APHIS expertise and provide support to aid in assessing and troubleshooting issues as they arise. Develop and continually upgrade a strong solid understanding of APHIS, FDA, and AAFCO Rules relevant to the export of US Pet Food. Maintain extensive supplier, ingredient, location, processing knowledge to assure high standards for accurate and consistent responses to APHIS, internal and external customers/suppliers.

  • Relationship Building: Develop and maintain good working business relationships with internal groups such as Quality, Procurement, and R&D as well as relevant external government officials. Translate knowledge of ingredients, pet food processing conditions, technology, USDA Export requirements and characteristics of our products and processes to optimally communicate cross-functionally with Procurement, Quality, R&D, and regulatory agencies. Represent organization as requested with industry/regulatory organizations.

Required Qualifications:

  • Bachelor’s degree in business, technology, policy, natural/animal sciences or related field

  • Minimum of 4 years of work experience, with 2 years supporting regulatory affairs, product development, international shipping/logistics, and/or compliance

Preferred Qualifications:

  • Master’s or PhD or DVM

  • 3+ years regulatory affairs, quality, compliance or legal work experience

  • Pet food proven experience or a technical background in: Regulatory Science, Quality Assurance, Product Development, Laboratory Sciences or similar work experience.

Compensation and Benefits

Salary Range $81,200.00 - $114,000.00 USD

Pay is based on multiple non-discriminatory, individualized factors including but not limited to experience, job-related knowledge and education, skills and office/market location. In addition to base salary, salaried employees are eligible for annual discretionary bonuses, profit-sharing and, for Executive-level (salary grade 16 and above) roles only, long-term incentives in the form of Restricted Stock Units and/or Stock Options.

Subject to the terms and conditions of the applicable benefits plans then in effect, all salaried employees are also eligible for a competitive benefits package which includes:

  • Retirement Plans: Employees are eligible to enroll in Colgate's 401(k) plan, which provides for company matching contributions subject to eligibility requirements

  • Vacation/PTO: Employees receive a minimum of 15 days of vacation/PTO leave annually

  • Paid Holidays: Employees receive a minimum of 13 paid/floating holidays annually

  • Paid Sick Leave: Based on location and consistent with applicable state and local law, employees receive a minimum of 40 hours of paid sick leave on January 1st of each year

  • Paid Parental Leave: Eligible employees may take up to eight weeks of paid parental leave and 12 weeks of unpaid leave (varies for employees with fewer than 12 months of service and is subject to hours worked requirements)
