Description
The Senior Consultant, Data Center builds , serves in a critical role related to Windstream's construction of new data center build outs. This individual will be capable of assembling the cost estimation details required to build business cases by working with OSP Planners, Construction Managers, engineering consultants, and construction contractors for new routes and overbuilds of existing routes. This individual will also bring data center build construction experience and play a direct and primary role in Windstream's data center construction, serving as a technical and project lead working with Windstream's project managers, construction managers, procurement team, suppliers, and construction contractors to ensure the successful execution and implementation of the company's long haul build initiatives.
What You'll Do:
Reviewing and evaluating potential locations to determine least cost and quickest to market solutions.
Coordinating with OSP Engineering and network development teams to prepare
preliminary cost estimates and route proposals including descriptions of the proposed project and a map showing the preliminary route that is the basis for the estimate.
- Developing detailed route estimates from preliminary cost estimates, which may involve
engineering consultants and contractor input, to finalize business cases for implementation.
- Serving as a technical program lead for active route builds by demonstrating strong project/program management leadership experience:
o Coordinating route project managers and construction managers, vendors, and contractors during the project life cycle for given route builds
o Experience in working with Procurement to place projects out for bid through a defined RFP process and supporting the technical requirements for such RFPs
o Establishing timelines for procurement and delivery of materials
o Defining, maintaining, and adjusting the project Risk Plan during all phases of construction.
Strong Change Management skills and processes
Knowledge of design and engineering of final approved projects including final route determinations, field engineering, trenching, boring, and pole loading, as applicable, for buried and aerial routes.
Reading and interpreting construction documents, prints, and plans as well as splicing diagrams that are used in the splicing of fiber optics.
Working knowledge of the city, state and county permit applications, pole attachment applications, pole line make ready review.
Ability to review preliminary construction prints for submission to Right of Way authorities and determine potential conflicts.
Attend construction progress meetings and, if needed, utility coordination meetings.
Experienced with interpreting OTDR trace analysis and able to troubleshoot based on results. Work with contractors and the field to coordinate repairs as needed achieve acceptable OTDR traces defined specifications.
Ability to represent Engineering Management in addressing complex situations during construction, if called upon to do so.
Ability to manage multiple projects concurrently.
Provide project and program updates to Engineering and Senior leadership on a regular cadence with level of detail appropriate to the audience.

Ability to monitor all aspects of the project and/or program, supporting project managers and construction managers, and expedite or escalate as appropriate to achieve the cost, quality, and schedule goals for the project.

Qualifications
Minimum Requirements: College degree in Engineering or a related field and 5-7 years professional level experience with 0-2 years supervisory experience for roles with supervision; or 9 years professional level related Engineering/Technical experience with 0-2 years supervisory experience for roles with supervision; or an equivalent combination of education and professional level related Engineering/Technical experience required.
