ICF Consulting Group, Inc. Senior Manager of Special Projects for Child Welfare Information Gateway- REMOTE in Topeka, Kansas

ICF is seeking a Senior Manager of Special Projects for Child Welfare Information Gateway. The Senior Manager of Special Projects will use his/her subject matter expertise to lead, coordinate, and oversee special projects within Child Welfare Information Gateway.

The Senior Manager of Special Projects provides leadership and management for assigned special projects. He/she works collaboratively with other subject matter experts, program managers, project staff and national partners, as well as federal staff to develop the project plan, integrate subject matter and technical expertise into plan deliverables applying his/her own expert understanding of child welfare to assure timely and quality deliverables.

The ideal candidate will have broad knowledge of the public child welfare service continuum and child welfare policy and practice issues as well as project management expertise. This position is also represented on the project’s Senior Management Team which provides general oversight to the project.

The Senior Manager helps manage the project budget and resources needed to complete all product deliverables on time and within budget. He/she oversees the work of staff who are assigned to the project, and provides feedback, guidance and oversight to team members while they are assigned to the project.

Key Responsibilities:

  • Responsible for developing project plans for special projects as assigned

  • Build and maintain strong connections to the Gateway team and work collaboratively with the Children’s Bureau’s Capacity Building Centers

  • Report out on project deliverables

  • Develop budgets and identify staffing for special projects

  • Manage and oversee all elements of the special projects including task design, visioning for the project, reporting to the leadership team and the client, tracking progress, and managing the budget

  • Collaborate with other managers and operational leads within Information Gateway to lead special projects that fall outside of service areas or are necessary based on surge workloads.

  • Oversee project plans and timelines, coordinate with subcontractors, and manage multiple teams involved in product development.

  • Contribute to Child Welfare Information Gateway reporting and support activities related to data collection and continuous quality improvement efforts

  • Interface with federal staff in multiple departments and divisions; work across Children's Bureau divisions; provide support to federal and ICF consultant staff, as well as other contractor staff that are providing services to the Children's Bureau.

Basic Qualifications:

  • Master’s degree in social work, public administration, or human services field

  • 5+ years of experience in providing training/technical assistance in a human services field, preferably child welfare

  • 3+ years’ experience of demonstrated project management experience, including client relationship management, staff supervision, and budget management in a contract consulting environment

  • 3+ years’ experience managing deliverables in a federal contracting environment

Preferred Skills:

  • Experience working with national child welfare organizations.

  • In-depth knowledge of the child welfare system, particularly in an area of expertise: (prevention, permanency and/or adoption) practice

  • Project Management Professional Certification

  • Strong interpersonal and communication skills with a customer service focus

  • Ability to build and maintain strong stakeholder relationships for capacity building projects.

  • Strong written and verbal presentation skills, including an ability to synthesize and write about complex child welfare issues.

  • Working knowledge of federal and state laws that apply to child welfare, Child and Family Services Plans, title IV-E waiver demonstration authority, and related fields, services, and systems.

  • Ability to work across and within teams to accomplish goals

  • Proven project management, supervision, and organizational skills

  • Knowledge of and experience using websites and internet databases to find information

  • Experience working in a consulting culture with client facing experience.

  • Experience working with, leading, and managing a remote team; and acts as an advisor with addressing complex issues.

  • Expert level knowledge and demonstrated experience in the areas of strategic planning, process and performance improvement, communications and change management.

Pay Range - There are multiple factors that are considered in determining final salary for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The salary range for Colorado is -

$80,656.00 - $137,116.00
