Veterans Benefits Administration Director in Wichita, Kansas

Summary The incumbent serves as Director of the Wichita VA Regional Office. The Director is responsible to the Under Secretary for Benefits through the District Director for the effective, efficient, and economical direction, control, and operation of the Veterans Benefits Administration's program of benefits and services provided by law for Veterans, their dependents, and beneficiaries. PCS (BVO) Relocation Expenses is authorized for this vacancy. Responsibilities Specific duties include: Establishes Regional Office Policies and procedures consistent with national mandates; provides executive leadership and direction for subordinates in the investigation and solution of problems arising in the Regional Office's administration of Veteran's benefits programs and services. Delegates authority and responsibility in line with VA policies and procedures to supervisory staff exercising control as circumstances require to facilitate efficient and effective management. Analyzes and evaluates results and accomplishments in each program to identify problem areas; directs remedial measures, and follows up to ensure maximum improvement and service at optimum cost. Determines goals and develops long and short-range plans to achieve these goals. Responsible for an effective position management program for the Regional Office. Responsible for preparation of budget estimates and effective budget control. Ensures development, coordination and implementation of effective information security procedures as identified by the Office for Management and Budget, the National Institute of Standards and Technology, VA policies and VBA policy and guidance documents. Promotes and maintains an effective labor-management relations program. Establishes and maintains effective public relations with the Veteran population, Veterans' organizations, public officials, and state and local government officials. Plays a vital role in establishing working relationships with the VA Medical Center and VA Regional Counsel. Represents and acts for the Secretary of Veterans Affairs and Under Secretary of Benefits, as appropriate, reviews and approves within prescribed policies the conduct or relationships between the Regional Office and Veterans, and controls relationships of employees with firms transacting business with the VA. Ensures that staffing decisions for the Regional Office reflect commitment to and support of objectives and actions established in the Equal Employment Opportunity/Affirmative Actions (EEO/AA) plans. Acts to identify and eliminate potential causes of EEO complaints. Serves on numerous committees involving other government and outside agencies as a representative of Department of Veterans Affairs with authority to make decisions not in conflict with mandatory procedures or controlling laws. Participates in assigned projects and contributes local resources to project teams that establish new policies, methods, practices, and procedures. Attends meetings and conferences including Directors' conferences, Service Organization conventions, etc. Promotion Potential: This position is being advertised at the full performance level. Relocation expenses and services (Permanent Change of Station - PCS) are authorized for this recruitment. PCS is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/10/2025. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14), in the normal line of progression for this occupation in the organization. Applicants must document experience delivering Veteran's benefits services in a Veterans Administration (VA) business line or a Regional Office/VISN setting which includes all the following: Establishing priorities and determining resource needs to meet program objectives; Directing, coordinating, and approving a full range of personnel management actions and organizational change proposals; Directing comprehensive and complex program reviews; Monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational short- and long-range goals Such experience may have been gained in Federal or Private sector and must be substantive and relevant. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates (including managers and subordinate supervisors). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying of lightweight items (i.e. folders, claims files).
