Distinguishing Features of Work

This is skilled inspection and administrative work securing compliance with municipal housing ordinances. The employee is responsible for professional and/or administration work managing contracts, developing, maintaining, and coordinating the Landlord/Owner engagement and education program. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment. This position will report to the Housing Choice Voucher Program Manager. This is an administrative and public contact position. The employee is responsible for managing assigned low-income public housing projects of the Wichita Housing Authority. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

Examples of Work Performed
  • Coordinate the development and administration of education and engagement programs covering the Housing Choice Voucher Program
  • Co-coordinate and collaborate with other Program Specialists to identify opportunities and improve Wichitas affordable housing stock
  • Monitor contract adherence between owners, tenants, and NMAI
  • Communicate and liaise across multiple City Departments such as Real Estate, Law, Planning, Office of Community Services and Communications
  • Coordinate and facilitate engagement activities with community stakeholders
  • Evaluate and monitor projects to ensure that funds are being used appropriately
  • Inspects dwelling units and premises for compliance with HUD Housing Quality Standards and/or NSPIRE, minimum housing code and related regulations.
  • Explains code requirements to property owners, landlords, or contractors.
  • Monitors follow up inspections for violations and secures compliance with codes and related laws and HUD regulations.
  • Answers inquiries over the phone.
  • Maintain records, writes reports, and/or notices of noncompliance and abatement of housing assistance payments.
  • Ensure consistency and compliance among various parties
  • Organize and attend periodic tenant meetings and aid recognized tenant associations as appropriate

Requirements of Work
  • Knowledge of multifamily property management and maintenance practices.
  • Considerable knowledge of federally subsidized housing programs and regulations, the Kansas Residential Landlord Tenant Act, and local housing codes.
  • Ability to establish and maintain effective working relationships with tenants, coworkers, social agencies, and interested groups.
  • Ability to effectively plan, organize, and supervise the work of others.
  • Ability to produce and manage various professional documents.
  • Ability to obtain a Public Housing Manager (PHM) Certificate.
  • Staff regular education and engagement.
  • Ability to work outdoors when extremely inclement weather conditions are present.
  • Ability to develop and maintain effective working relationships with associates, representatives of outside agencies, and the public.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to assist in building and strengthening relationships with various organizations committed to community redevelopment, affordable/quality housing, Wichita Housing Authority/Housing & Community Services Department programs, etc.
  • Ability to read, understand, interpret and implement ordinances, state statutes, and federal regulations.
  • Ability to acquire and maintain a valid Kansas driver\'s license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training

Required Experience and Training:

Graduation from a four-year college with a degree in Public or Business Administration, Urban Planning, Finance, Accounting, Real Estate, Public Policy or another relevant field.

1 year experience conducting inspections for building construction, code enforcement, and/or housing inspections.

1 year of experience working with federally funded grant programs.

1 year experience working with the public in either a public or private setting.

1 year experience with affordable housing programs or property management.

Ability to attain a passing score on the Housing Quality Standards and NSPIRE Certification test as a condition o
