POSITION OVERVIEW: The Residential Team Leader for the VA Emergency Shelter provides oversite in maintaining a safe, sanitary, supportive and stable environment in an Emergency Shelter setting specifically serving homeless veterans. The Shelter Manager will be trained to use a Housing First model to assist veterans with completion of goal orientated tasks, building independent living skills and obtaining permanent housing. The Shelter Manager will ensure house staff are providing adequate level of services to veterans while in the shelter and applying a harm reduction and trauma informed approach to support their mental health recovery and aid in sobriety (as applicable). The Shelter Manager is responsible for supervision of house staff, assigning of daily tasks to be carried out by Behavioral Health Specialists, handling employee and veteran complaints / concerns, and documenting according to program policy. The Shelter Manager will be responsible to ensure all daily record keeping is completed in compliance with program expectations, foodbank licensing guidelines and VA contract expectations. The Shelter Manager will be expected to coordinate with supervisors, all house staff, Veterans Administration, internal agency, and other stakeholders to provide collaborative care to homeless veterans. Completion of annual internal trainings, VA specific trainings and TB test will be required.
ESSENTIAL POSITION RESPONSIBILITIES:
Provides services to maintain required productivity standards of 5 documented contacts per day.
Support Behavioral Health Specialists (BHS) toward maximizing their performance. Handle and document personnel matters effectively and consistently with existing policies, including interviewing, hiring, coaching, counseling, terminating, and completing annual evaluations for employees. Conduct quarterly one-on-one supervision with BHS and quarterly ES team meetings.
Provide thorough orientation and training to new hires and on-site supervision of employees. Ensure BHSs fulfill expectations set forth in VA contract including conducting monthly house meetings, providing daily transportation, offering psychosocial groups, preparing heart healthy menus, and providing supportive services.
Provide supervision to BHS in matters related to scheduling, contract standards, utilization of VA facilities and services, scheduling special activities, and other concerns which impact quality of care and agency collaboration.
Ensure coverage of facility as requested in the event of emergencies, holidays, vacations, or staff illnesses. Demonstrate willingness to flex work hours to be available for weekend and night shift staff to provide on-site supervision support and/or for the purpose of filling coverage needs. Provide on-call supervision and coverage of ES facility on a regular basis.
Maintain a safe, clean, and sanitary environment within the Residential Care Emergency Shelter (ES) facility and submit timely facility requests. This includes, but is not limited to, completing and documenting safety drills as assigned, maintaining policies and procedures compliant with Health & Safety expectations and VA contract guidelines, completing daily facility checks to ensure cleanliness and sanitation standards, and providing feedback to direct care staff if deficiencies are found.
Provide thorough orientation to new admissions and complete required intake and discharge paperwork in a timely manner (including but are not limited to admission instructions, releases, stay agreements and rules / responsibilities) in accordance with ES program expectations, Residential Care policies and procedures and VA contract expectations.
Provide motivation, support, and instruction for veterans through designated service provisions to promote dev lopment of responsible living patterns, achieve a more adaptive level of psychosocial functioning, self-sufficiency in health and personal hygiene, improved interpersonal and community relationships, facilitate movement towards obtaining an affordable stable and permanent living environment, and employment. Provide access to supports by assisting individuals in obtaining needed services, including arrangement of transportation to services.
Provide support for an alcohol / drug abuse-free lifestyle environment conducive to social interaction and the fullest development of the veterans rehabilitative potential.
Assess, problem-solve, and effectively handle situations requiring crisis intervention including documenting and incidents reporting to the veteran\'s Housing Case Manager (HCM) and supervisor per department, agency policy and VA contract expectations.
Work collaboratively with supervisors, HCMs, veterans, ES team, external stakeholders and community providers to facilitate VA contract expectations and veterans individualized plan of care. Provide daily correspondence to ES team.
