NuStar L.P. Technical Documentation Specialist in Wichita, Kansas

Job Description:Under minimal supervision, responsible for overseeing and controlling capital and maintenance and integrity project documents, both during and after the execution. This role adds value by ensuring efficient organization of project information during planning and execution. The role mitigates risk by ensuring record retainage meets all operations, maintenance and regulatory requirements (NuStar policy, Regional Operations and Federal and State regulatory agencies)•Work with project process improvement team/task force to complete project documentation work flow and work with IS to implement electronic records system •Disseminate knowledge of commonly-used concepts, practices, and procedures used to execute the Project Documentation Process with team members•Efficiently receive, analyze, evaluate and record numerous incoming project files in varying stages of completion•Communicate and coordinate the resolution of deficient, late or missing project documentation with project team members (construction inspectors, project managers, project controllers) •Participate in training to attain greater expertise and skills in tracking, analyzing and reconciling engineering project files to a successful completion•Review project records to ensure they are traceable, verifiable and complete prior to input into overall data / document management systems •Research and review historical data working with Operations, Strategic Sourcing, HSE, and Engineering, as required to complete project data and document close-out requirements•Conduct periodic office and field audits of documentation process •Demonstrate solid problem-solving skills and resourcefulness•Travel occasionally as requiredRequirements:

  • Bachelor degree required. Experience may be considered in lieu of degree

  • 5+ years of industry-related experience in pipeline and/or terminal projects

  • Understand project- related documents, including purchase orders, mill test reports, as-constructed redline drawings, and other DOT related documentation, such as welding, NDE, pressure testing, and operator qualifications (OQ)

  • Understand company systems which utilize these records (GIS, NuPASS, HSE records, equipment records databases, drawing record systems).

  • Must have advanced communication skills, written & verbal, work with minimal supervision, and simultaneously manage multiple projects to meet scheduled deadlines

  • Strong organizational skills are required, as well as the ability to prioritize work

  • Experience and familiarity with applicable pipeline O&M requirements and regulatory codes and standards

  • Proficient in use of Microsoft Office software including Outlook, Word, Excel and PowerPoint

Valued Additional Qualifications:

  • DOT/PHMSA regulated pipeline operations or construction experience

  • AutoCAD capabilities in modifying CAD drawings to reflect our facilities location with respect to an encroachment request.

  • Understanding of the terminology and acronyms of the pipeline industry (MOP, FERC, PSIG, ANSI, ASTM, ASME, etc.)

  • Assertive in pursuing difficult issues and bringing them to quick but thorough resolution

  • Previous experience with document management systems
